Trustee President Kernan thanked all of the people who have come to the
meeting, e-mailed, and phoned on this topic. He wanted to go on record as supporting
and building the Neal School. The question is now when can we build it and how soon
and still be fiscally responsible. There is currently a School Board taskforce working on
boundary lines which dovetails into when the school comes online.

On behalf of Mayor Pico, Trustee President Kernan made a joint motion,
seconded by Councilmember Michelotti and Trustee Haugen, directing the staffs of
the City and School District to develop a financing plan for the infrastructure for
Neal School and the Vineyard Corridor that positively leverages the finances of each
agency and takes advantage of each other's financial strengths, while minimizing
the financial exposure and risk to both entities.

The motion carried unanimously by both bodies.

There was a break at 10:10 p.m.

The meeting was reconveniened at 10:18 p.m.

3. Demographics and Developer Fee Reports

Sandra Lemmons presented the staff report.

Laura Danielson, 2349 Romano Circle, had some questions reading the report
because of the new format.

Julie Testa, 3494 Torlano Court, said the student enrollment was far greater than
expected. There is the assumption that people will be staying in their homes and not
moving to other homes in the area.

No action was required or taken on this item.

4. Adoption of Youth Master Plan Implementation Committee Membership

Jim Wolfe presented the staff report.

Trustee McGovern made a joint motion, seconded by Councilmember Ayala,
to approve the recommended appointments to the Youth Master Plan
Implementation Group.

The vote was unanimous.

5. Adoption of 2002 City - School District Liaison Committee Goals

Pleasanton City Council - PUSD 4 03/11/02
Minutes
