uses that people want to see move ahead and he didn't see the reason for delay at this
point.

Ms. Michelotti asked if Mr. Brozosky had reviewed the document from the Task
Fome as well.

Mr. Brozosky said he did review it, the one he received a few weeks ago and the
changes to the original. This one presently before the Council he assumes has both.

Mr. Michelotti asked, when Council took the action not to put the two alternatives
on the ballot, which prompted your action as far as the initiative, if you had been aware
that every use, everything, had to come back to the Planning Commission, City Council
as referendable, do you think we would be where we are today?

Mr. Brozosky responded by saying he did think the City would be in the same
position. He said the decision has to be made as to whether the City will allow any type
of housing project. If it gets denied now, it will keep coming back with a different
project. People are going to see open space there or they are going to see more projects
there. He thinks that in order for whoever is going to take over the Master Plan for this
development, for them to make any progress will have to get this issue resolved and
without this being resolved, they will always have to deal with this.

Ms. Michelotti asked if he thought this were tree even though it would come back
through a normal process, that there would be input from everyone, no matter what it
was, where you could pick and choose, for example a Senior Project over a Market Rate
Project.

Mr. Brozosky felt the City would be exactly at the same point and from his
experience in talking with people in the community, he kept getting the same question,
"Why are we doing this; didn't we already say there was a maximum of 581 units?" He
felt people were very surprised with the fact that more housing was even considered on
the property. Until the issue is resolved and a policy made that is only changeable by the
vote of the people, we are going to keep coming back to the same issue.

Ms. Michelotti said if in a year's time, if there is another vote and it passes, then
that would overrule what might get adopted in November of this year.

Mr. Brozosky said is if there is a measure that passes the people saying they don't
want housing and a Council decides to put this housing before the voters he thought there
would be more problems than just that one issue.

June Blanchette, 393 West Angela, said the Task Force, which was the original
citizen's committee, worked long and hard and listened to thousands of citizens to
determine what would happen to the 300 acres that belongs to the citizens. Of the 300
acres, we are talking about 5 acres for the seniors and 15 for affordable housing. It is
such a minute and tiny bit, but it's really the essence ora community.
