the area with the traffic and no benefits from infrastructure. In that case, he decided to support <br />the annexation. In addition, after learning about possible Measure D impacts, he was even more <br />in support of the annexation. Past experience with the County has been "benign neglect", but <br />passage of Measure D could provide high density housing with "benign neglect". The only <br />sensible course of action is to support annexation to protect what the residents currently have. <br />He felt Council sincerely cares about mitigating traffic and would try in good faith to get Mr. <br />Spotomo to allow his flat land to be used for a construction road and thereby spare the residents <br />of Happy Valley from the traffic. He described his proposal for the interim bypass road and said <br />it only impacts .3 mile of Alisal and only eleven properties. Seven homes of those properties are <br />fifty feet from the edge of the street and two of the remaining four are forty feet from the road <br />edge. That leaves two homes about thirty feet from the edge of Alisal Street that would be <br />significantly impacted by his proposed route. He felt his proposal would significantly reduce <br />impacts on Happy Valley Road, Sycamore and Alisal, except for .3 mile. He urged Council to <br />offer the ten residents on Alisal reimbursement for their on-site sewer and water costs. Perhaps <br />Mr. Spotomo may pay the costs in exchange for being allowed to have homes on his flat land <br />that access Alisal, instead of going all the way around the Spotomo hill as required by the <br />Specific Plan. Perhaps he could submit a plan for just the flat land. He announced the date for <br />the community debate on annexation is April 11 and he will send a newsletter to all including <br />Council. <br /> <br />No action was required to be taken by Council. <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Mayor Pico referred to the earlier request for some kind of award in memory of Joe <br />DeTata and asked if there was interest on Council to do that. There was consensus that the <br />Police Chief should review this and come back with recommendations. <br /> <br />8. CITY COUNCIL CALENDAR <br /> Mr. Campbell asked if them was a meeting during spring break. <br /> <br /> Ms. McKeehan indicated there was a meeting on April 2, but staffwas attempting to keep <br />the agenda light, since it is acknowledged that many families may be on vacation at this time. <br /> <br /> Ms. Michelotti indicated she would be absent for the second meeting in May. <br /> <br /> Mr. Campbell asked about the agenda for the joint meeting with the School District. <br /> <br /> Ms. McKeehan indicated it would be held on Monday, March 11, 2002, at 7:00 p.m. <br /> <br /> Ms. Dennis indicated she had heard from a resident regarding the design of the Bernal <br />bridge and a desire to have the walkway outside the ironwork.
