Mr. Rasmussen suggested that Council modify the designation of 325 Ray Street to office
and add a policy to the Land Use Chapter describing the design criteria as discussed, such as a
garden-type office complex, one-story, with residential architectural style and stressing
preservation of the area nearest to the arroyo in a natural condition with consideration for
potential future public access to the rear.

Ms. Ayala said considering the ducks, she did not want people to go down into the
arroyo, but to be able to view the arroyo. She did not want to make the designation so narrow
that a developer would loose flexibility.

Ms. Dennis supported the garden office concept with residential architecture. The benefit
would be there would be no one at the office in the evening and it will provide a buffer with no
late night activity and no conflicts with new or existing residents. She had suggested a dual
designation to get the maximum flexibility, but she can see that would have been difficult. She
likes the office with the additional restrictions.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to designate 325 Ray Street as
garden office and adding the policy requiring a single-story garden office with residential
architecture, with potential access to views of the arroyo.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

It was moved by Ms. Ayala, seconded by Mr. Campbell, to adopt Resolution No.
02-028, certifying as complete the f'mal environmental impact report prepared for the
General Plan amendments and the Downtown Specific Plan.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

It was moved by Mr. Campbell, seconded by Ms. Ayala, to adopt Resolution No.
02-029, adopting the General Plan Amendments for the Downtown Area.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

Pleasanton City Council 22 03/05/02
Minutes
