The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Pico expressed his strong desire that impacts from the golf course on the Happy <br />Valley area are minimized, including traffic. Council would like to provide a bypass road, but <br />there have been significant obstacles to that. He could not guarantee that such a road would be <br />built. The residents will be given an opportunity to voice their opinion on whether to be part of <br />the City of Pleasanton. He did not think it was a vote on whether the City will or will not <br />proceed with its plans for a golf course. It is unknown at this time what the City will do if the <br />annexation vote fails. We have tried to give the residents information on what the City could do <br />if the vote failed. Those options include annexing around the area and finding an alternate route <br />to the golf course to mitigate impacts on the area. The City has made a significant investment in <br />a golf course plan and there is substantial interest in the community to have a golf course in this <br />location. The City will have to continue to review that after the annexation vote is taken. He did <br />not believe the neighborhood should feel it has a gun to its head. The City has tried to make sure <br />all issues are outlined and the neighborhood has to decide if it wants to be part of the City or not. <br />The residents will have to take whatever action they feel necessary with their elected <br />representatives. The citizens of Pleasanton and the City Council will address the issue and <br />decide how to proceed. We have tried to be as open and honest as possible and it is time for the <br />people of Happy Valley to voice their opinion on whether to be part of the City. Whatever the <br />outcome, we will deal with it and do what we have to do. We will try to address the issues as <br />best we can and take care of the best interests of the citizens of Pleasanton and our neighbors. <br /> <br />Mr. Campbell agreed with Mayor Pico. <br /> <br /> Ms. Ayala looked forward to the residents of Happy Valley becoming part of the City and <br />felt there were many benefits to that. In 1993, during the General Plan review, there was <br />proposal of 700 houses for that area. She has always looked for a win/win solution to this and <br />will continue to look for that. Staff is still working to provide a bypass road in the Vineyard <br />Corridor and to make the Ruby Hill area feel part of the community. We have tried to make the <br />residents feel safe and to have all the amenities that Pleasanton offers. She gave her pledge to <br />continue to do that for the Happy Valley area. She felt there were many positive aspects to <br />annexing to Pleasanton. She sincerely hoped the residents did not feel they have a gun to their <br />heads. She did not feel the City was forcing them to do anything. She did not want to see 700 <br />houses on those hillsides. She wanted to see a feathering effect as set forth in the General Plan <br />and to have that be a beautiful ending of the southernmost boundary of the City of Pleasanton. <br /> <br /> Ms. Michelotti said she has been involved in this since 1996. The residents wanted the <br />bypass road so much they were willing to allow more housing units. She said the Specific Plan <br />mandates that a bypass road be found. The hope is to get to a win/win situation. She would <br />welcome the residents of Happy Valley to Pleasanton. She remembers taking her children to this <br />area and said everyone loves the rural atmosphere.
