preference for people employed in Pleasanton and she wondered if this was a change to the <br />existing preference system. <br /> <br /> Mayor Pico believed it was a change, because the current preference system gives <br />priority to people who live in Pleasanton. <br /> <br /> Mr. Bocian thought there may be some inconsistency with this compared to the current <br />preference system. There was a recent modification to the preferences that will come to Council <br />with the final documents for the Bemal homes. <br /> <br /> Mayor Pico said the major difference is that people who live as well as work in <br />Pleasanton are now the highest priority. <br /> <br /> Ms. Levin did not want the current preference system to be changed by the new Housing <br />Element Policy. She felt people with disabilities and who are at risk of losing housing should be <br />allowed to stay in Pleasanton. Also page 11, Policy 40 sets forth sites for subsidized housing. <br />She would like to remove the words "suitable sites". She was very encouraged by this as a <br />whole. <br /> <br /> Mr. Schwaegerle indicated he had concerns about residential units downtown because of <br />parking issues. He felt a mixed use would work well in Hacienda Business Park. He did not <br />want to see any loss of potential revenue because of losing some of the shopping center sites. He <br />felt Pleasanton needed revenues to pay for services. He approved mixed use for retail first floor <br />and residential on second or third floors. He suggested second floor residential use in the <br />Vineyard Shopping Center. He wanted all projects that go before the Planning Commission to <br />come before the Housing Commission first to discuss ways of including housing. <br /> <br /> Mr. Kameny wanted to increase the fees for affordable housing as a way to force <br />developers to build the units. He also thought the City was almost out of land for affordable <br />housing. Regarding Policy 7, he concurred with staff as far as not "guaranteeing" density. He <br />preferred to use the word "encourage". <br /> <br /> Ms. Maas felt that Council and the Commissions needed to be realistic with regard to <br />affordable housing and to look at the whole picture. What does it take to get it? She agreed with <br />the staff recommendation on the modifications. The fees need to be reviewed. She did not know <br />if she agreed with $80,000. She did not like being forced to comply with the ABAG <br />recommendations, but agreed a review of the Tri-Valley region was necessary to provide a fair <br />share of affordable housing. She liked inclusion of the "in perpetuity" language. She wanted to <br />find a way in the growth management allocations to promote development of 1,400 to 1,600 sq. <br />ft. units and to allow some kind of fast track for the projects as an incentive. She was tired of big <br />houses coming before the Commission. She would like to hear Council comments about the <br />height issue downtown. <br /> <br /> Ms. Roberts had some concerns about growth management issues. She viewed the <br />Housing Element as an enabling document and she wanted it to be certified. However she did <br />not want to rewrite ordinances with this document.
