MINUTES <br /> OF THE <br /> SPECIAL JOINT MEETING <br /> OF THE <br /> PLEASANTON CITY COUNCIL, <br />PLANNING COMMISSION, HOUSING COMMISSION, <br />AND HOUSING ELEMENT UPDATE TASK FORCE <br /> <br />November 15, 2001 <br /> <br />1. CALL TO ORDER <br /> <br /> The special joint meeting of the City Council was called to order by Mayor Tom Pico at <br />7:04 p.m. <br /> <br /> Those present were: Councilmembers Kay Ayala, Matt Campbell, Becky Dennis, <br />Sharrell Michelotti, and Mayor Tom Pico; Planning Commissioners Brian Arkin, Jon Harvey, <br />Harvey Kameny, Trish Maas, Mary Roberts, and Matt Sullivan; Housing Commissioners Larry <br />Levin, Betty Levin, Gary Schwaegerle, Christine Steiner, Joseph Jones, and Kurt Wiest. <br />Housing Element Update Task Force members James Paxson, Jack Dove, Pat Belding, Terry <br />Broderick, Larry Levin, Trish Maas, Mary Roberts and Christine Steiner. Staff members present <br />were: Deborah McKeehan, City Manager; Michael Roush, City Attorney; Brian Swift, Director <br />of Planning and Community Development, Jerry Iserson, Principal Planner; Steven Bocian, <br />Deputy City Manager; and Scott Erickson, Housing Specialist. <br /> <br />2. Presentation by James Paxson, Chair of Housing Element Update Task Force on Draft <br />Goals, Policies, and Programs <br /> <br /> James Paxson explained the process of the Task Force and presented the <br />recommendations. <br /> <br /> Jack Dove indicated the 1996 General Plan was a document which clearly represented the <br />sentiments of the community at that time. The numerous changes shown in the staff report <br />represent the Task Force's best efforts to update the Housing Element. The Task Force members <br />have concerns about how controls might be implemented to ensure that the intent of the Housing <br />Element is carded out. Specifically, how the Council can change the system to make sure <br />affordable housing is built at the rate prescribed by the Housing Element. The approval of <br />projects in the past four to six years indicates an interpretation of the General Plan in a way <br />which seriously reduces densities and encourages larger homes. There were Task Force <br />discussions about a possible annual review of approvals versus the Housing Element goals.
