This was a benefit and the agreements <br />were draRed to protect the ratel:myers. There have been many years in design of the <br />pipeline so the residents and Council would be comfortable with the project. The <br />measure regarding RO asked the community whether it supported the project as proposed <br />by DSRSD and whether Council should support the project. There are many issues <br />involved in linking the pipeline and RO that have results that the voters were not asked to <br />consider, such as potential cost to the community of making such a linkage. She did not <br />feel authorized to pursue linkage when there are significant costs to the community.
