that is associated with fast-food restaurants. However, he believed the proposed site is an
entryway to the City and has always had a rustic, rural character next to the Arroyo and Shadow
Cliffs Park. In spite of the good work McDonald's does, this is not the best place for a restaurant
like this. He was concerned about the precedent being set and did not want to see all the
entryways into the City commercialized. Again, even though the project is not as damaging as it
could be, he was concerned about the precedent of siting a fast-foot restaurant and strip centers
next to entryways to the town.

There being no other speakers, the public hearing was closed.

Mr. Campbell indicated he had appealed this because he was unsure the City needed
another McDonald's. His other question had been how would Pleasanton benefit from the
corporate relationship. He was surprised to learn how much the owner and corporation have
donated within the City. He works at Amador Valley High School and was unaware of the
contributions it has received. He now felt he could support the application based on the fact that
the City of Pleasanton will benefit from having another McDonald's in the City.

It was moved by Mr. Campbell, seconded by Ms. Ayala, to adopt Resolution No.
01-092, denying the appeal (PAP-21) and upholding the Planning Commission's approval
of Case PDR-118.

No action was required on the Negative Declaration, since the prior Planning
Commission approval was upheld.

Ms. Dennis welcomed McDonald's to her neighborhood. It is the only application her
children have ever been interested in. She liked the design of the facility. Even though she
appreciated Mr. Wardin's comments, she felt his suggestion would require rezoning several
properties for different uses and she was not comfortable doing that. She felt design is the key
and this application sets a high standard.

Ms. Ayala said she does not often disagree with Mr. Wardin, however the music program
was a real plus for this application. She also had concerns about strip centers and pledged to
work with staff to monitor that.

Ms. Michelotti loved the design of the building. Her prior questions were to get an idea
of the plans for the entire area. She appreciated Mr. Campbell's questions and desire to get more
information.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Pleasanton City Council 6 08/21/01
Minutes
