reviewed by Caltrans and was confirmed to be exempt. There is no further <br />environmental review required. <br /> <br /> Stu Wetmore, 3276 Melanie Circle, lives east of Hopyard Road. He chose the <br />location to purchase his home because of the Arroyo location. He appreciated the <br />privacy this offered. Since that time the Arroyo has become more and more accessible to <br />the public. They experience frequent walkers and bikers going behind their property. He <br />is opposed to this particular proposal because he feels it is the first development <br />encroachment on eventual completion of the bikeway and walkway all the way to Santa <br />Rita Road. If it is completed, unless there is a physical obstruction or barrier put in place, <br />people don't read and obey signs. They continue going behind his home and he feels that <br />even more traffic will result from this project. <br /> <br />Mr. Pico asked if there was a barrier on the east side of Hopyard Road. <br /> <br /> Mr. Lure said there is not one planned. The City asked Zone 7 if a gate could be <br />installed as part of this project. Zone 7 objected to this because of the resulting <br />restriction for maintenance. Signs are being planned to indicate the ending of the trail at <br />this location. Zone 7 recently has appeared to be open to some sort of barrier that would <br />be easily removed for access for its needs. This is being investigated further. <br /> <br /> Mary Roberts, 1666 Vineyard, lives across the street from a proposed school. She <br />went to a neighborhood meeting where the school was being discussed by parents. One <br />of their primary interests was the trail that is proposed to go to this school. The parents <br />are w*ry interested in the safety of students getting to and from school, particularly the <br />students who will be riding bicycles. She understands the need for trail access under <br />Hopyard Road for students coming from Val Vista and Valley Trails. The Planning <br />Commission has not approved any homes that back up to any of the arroyos because this <br />is suppose to be public property. She understands the homeowners' concerns because <br />trails are being planned in her neighborhood. <br /> <br /> Dolores Bengtson, 568 Hamilton Way, urged support for the project. It is <br />consistent with the Trails Master Plan. It is consistent with the City of Pleasanton <br />General Plan. It is funded. It will directly assist students to and from Hart Middle <br />School. Perhaps some people who work in the area will use this access and one of the <br />goals of the City is traffic reduction. There is no evidence that trails adjacent to homes <br />increase fire danger, decrease safety, or lower home values. The loss of privacy is an <br />undemtandable concern that can be mitigated by either a solid fence or landscaping. She <br />urged Council to vote yes on this project and move forward to take whatever steps <br />necessary to bring the remainder of this project forward. This is an east-west eounector <br />that is very important. Approving this project and moving forward assures the City of <br />Pleas~nton will be the City of Planned Progress. Perhaps a few years from now the <br />Conference of Mayors may select the City for an award for its excellent trail system. <br /> <br /> David Lmm, 1384 Anza Way, Livermore, works in Pleasanton and runs on this <br />section of the Arroyo Mocho three times a week.
