It was moved by Ms. Michelotti, seconded by Ms. Denis, to introduce <br />Ordinance No. 1837 find adopt Resolution No. 01-083 amenflin~ the City's <br />Municipal Cede and Master Fee Schedule accordingly to ratify and adopt the <br />reglonul and local sewer user rates and charges passed by the Dublin San Ramon <br />Services District (DSRSD) on July 3, 2001. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmernbers -Ayala, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br /> Mr. Pico asked if there was any desire by Councilmembers to consider the issue <br />of DSRSD providing service to Dougherty Valley. He is adamantly opposed to doing <br />this. <br /> <br />There was no support. <br /> <br /> Ms. Ayala said she would be very appreciative of Pleasanton representation on <br />the DSRSD Board. <br /> <br />Item 6e <br />Review of Traffic Roundabouts on Valley Avenue (Bernul Development) and <br />Vh~yard Avenue (Vineyard Corridor Development ($R 01:171) <br /> <br />JeffKnowles presented the staff report. <br /> <br /> Ms. Michelotti asked about the design of the roundabouts and said she would like <br />to see more landscaping. As to vehicles coming and going at the school site, what types <br />of testing has been done to make the planners feel comfortable that this is going to work <br />with all of the large SUV's on the road. <br /> <br /> Mr. Knowles said computer simulations have been prepared for both the traffic <br />signal layout and the roundabout layout. The biggest difference that was discovered, and <br />this is the biggest reason the fire depm'uuent advocated this plan, is with the traffic circle <br />the queue disappeared off the street about half a mile down the road because of the very <br />heavy leR turn movement going towards the school and the opposing through traffic <br />movement. The signal could not handle the leR turn volume of all the parents in the <br />morning dropping off the children. A roundabout handles this much better. It can be <br />seen although there is still some queuing; the traffic just isn't backing up off the screen. <br />It is moving towards the roundabout and we are finding that speeds are reduced both <br />approaching the school from both sides and as they pass in front of the school.
