5. MEETING OPEN TO THE PUBLIC <br /> <br /> Gail Gilpin presented commendations for the following business, which have been in <br />operation in Pleasanton for thirty years: New Century Title Company; Russ Slater, CPA; Adams <br />Pool Solutions (formerly Adams Tile and Plaster); and B&G Automotive. Representatives from <br />these businesses were unable to attend the meeting. <br /> <br /> Jay Stephens, 4202 Stanley Boulevard #25, requested the Council to do what it could to <br />protect her from the harassment, verbal abuse and other actions of the owner of the Pleasanton <br />Mobile Home Park. She presented a letter to Council fi'om herself and an attorney who gives <br />legal assistance to seniors, which describe various actions taken against her and visitors to the <br />park. She believed Mr. Wagner had forced residents to leave the park and/or sell their units to <br />him for very little money. The only advocate they have had was paid $5,000 by Mr. Wagner to <br />leave the park. She has paid off the mortgage on her mobile home and will be donating it to a <br />Native American nonprofit organization. When a representative from that organization came to <br />see her unit, he was harassed by Mr. Wagner. She assured him that when it is time to move the <br />unit, she would contact the police department to make certain there was no trouble. <br /> <br />Councilmembers assured her they would do what they could. <br /> <br /> Dan Clark, 22875 Watkins Street, Hayward, son of Mrs. Stephens, indicated his mother <br />had lived in the mobile home park for thirteen years and hoped to maintain her independence. <br />He has witnessed some of Mr. Wagner's actions and glares. He indicated his mother will be <br />moving in with him at the end of the month. He was concerned for those left in the mobile home <br />park and urged Council to take action. He was sad not to be able to visit Pleasanton on a regular <br />basis. <br /> <br /> Rose Britton, 4635 Mira Loma, Castro Valley, spoke as a character witness for Mrs. <br />Stephens. She related her volunteer activities at the Sulphur Creek Nature Center and her work <br />with young animals. It is very sad that Mrs. Stephens has been forced out of her home. All she <br />is asking is for the harassment to stop before she leaves. <br /> <br />6. PUBLIC HEARING AND OTHER MATTERS <br /> <br />Item 6a <br />Annual Weed Abatement Program (SR 01:112) <br /> <br /> Eric Carlson presented the staff report.
