The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis and Mayor Pico
NOES: None
ABSENT: Councilmember Michelotti
ABSTAIN: None

There was a break at 9:00 p.m.

The meeting reconvened at 9:08 p.m.

Item 6a
PAP-17 (PDR-107), C.J. and Suzanne Doherty d.b.a. Budget Car and Truck Rental/Sales
(SR 01:096)

Brian Swift presented the staff report.

Mayor Pico declared the public heating open.

C. J. Doherty related his business history then introduced his wife, Suzanne, who was
excited about their new location. She stated they were well aware of the costs involved when
they started the project. They have communicated with the Faiflands Homeowners Association
and attended several meetings. She has documentation that the Association has no opinion on
whether to have trellises or trees, however she has had conversations with residents who have
indicated some favor trees rather than a trellis with bare vines in winter. When the City
approved the project in July 2000, there were 66 conditions to be met, including installation of a
bio-remediation system. Their costs have escalated because of these conditions. She described
the bio-remediation system and indicated they are meeting the standards. The trellises are not
part of the environmental facilities and are merely aesthetic. There is already an extensive
landscape buffer and she felt the proposed trees would be more than adequate as a buffer. The
trellises are very costly and wisteria is only lovely a few weeks of the year.

Mr. Campbell inquired about a statement in the report that the trellises may cause a traffic
hazard and may restrict access.

Ms. Doherty indicated the comer of Pimlico and Brockton is really busy and the residents
at Faiflands felt the trellises could impair vision on that comer. She said there is a public
services easement and expressed concern the trellises would encroach on that easement. In
addition, if access were required to the easement, it would be less costly to replace trees than
repair the proposed trellises.

Wayne Wagner, 3831 Brockton Drive, indicated he lives across the street from this
project and he wanted a soundwall.

There being no further speakers, the public hearing was closed.

Pleasanton City Council 9 05/08/01
Minutes
