they cannot expand past a certain point because there are not adequate facilities, and there are not
adequate facilities because the programs have not expanded past a certain point. People in this
community have had to engage in various accommodations to proceed with programs. He.
related his artist neighbor recently left town. She had no place to show her art here but does
show her art in Belgium. Another artist neighbor shows in San Francisco. These are noted
artists and it would be nice if their art could be shown in Pleasanton. He felt the people will
accommodate for only so long and then will go elsewhere. He was concerned more artists will
leave Pleasanton if facilities are not provided. He felt this arts facilities plan was only a step. He
wanted a vision and movement on this from staff. He felt there would be resistance and
competition for the same pieces for property. He hoped to move beyond planning and on to
progress. He introduced the other members of the Civic Arts Commission. He read a quote
from Edward Fisk on the impact of arts on learning, which indicated children who have a high
exposure to art view themselves as more competent in language and mathematics and are more
likely to have a rapport with their teachers.

Monica Schram, 4038 Jackie Court, felt blessed to live in a town that offers so many
opportunities in art and strongly supported a permanent gallery to display art. She loves the
downtown area and the older buildings. She would like a gallery in an existing building on or
near Main Street. She has seen successful downtown galleries in other communities and would
like something similar in Pleasanton.

There were no further speakers.

Ms. Dennis was pleased to see so many people at the meeting for this topic. She felt this
project was more important than people may realize. She felt it was important to develop the
creative abilities of the community and she agreed there is a need for studios, rehearsal space,
and galleries. This would help develop the next generation of artists and those who appreciate
the arts. She believed this was extremely important and was very excited about this. She
believed Council will make this an important priority.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No.
01-037, adopting the Pleasanton Public Arts Facilities Plan, and accepting the Art
Marketing Study.

Ms. Ayala encouraged everyone to work with the School District as well.

Mr. Campbell referred to President Kennedy's idea that government should support the
arts. The arts are the window to the soul of the community. He encouraged private and
corporate sponsorship for facilities. He quoted various historical correlations to government
support for the great authors and artists and strongly supported this proposal.

Mayor Pico also supported this unconditionally and encouraged partnership opportunities
with the Fairgrounds, School District, corporations, and even other cities.

Pleasanton City Council 8 05/08/01
Minutes
