Ms. Dennis understands the financial concern, but that is not a primary consideration <br />when she is making decisions. The issue is aesthetic and what is acceptable to the neighborhood. <br /> <br /> Mr. Campbell was tom with regard to this decision. He recognized the impact on a small <br />business and the importance this business is to the community, but he agreed with Ms. Ayala that <br />trees were better for blocking views. He also understands Mr. Pico's position that the Planning <br />Commission and staffhave studied the issues and made recommendations. He suggested a <br />visual demonstration of the trellises and trees. He asked what happens with a tie vote. <br /> <br /> Mr. Roush indicated the item would come back at the next meeting. If there were things <br />Council wanted to see before that, it could take longer. <br /> <br /> Mr. Swift said the intention of the trellis was not to cover or block the view of the area; it <br />was to integrate the use with the residential uses across the street. It was felt this would be better <br />than planting a tall hedge. Trees, shrubs, and the decorative trellises would serve as a transition <br />between the residential uses and commercial uses. The trellises are to be decorative rather than <br />for screening. <br /> <br /> A substitute motion was made by Ms. Ayala, seconded by Mr. Campbell, to adopt <br />Resolution No. 01-038, upholding the appeal (PAP-17) and substituting the wooden trellises <br />with evergreen trees that would shield the area from the neighborhood. <br /> <br /> Ms. Dennis said this site was in a highly visible retail business area and making it fit in <br />involves development ora streetscape.
