Ms. Ayala felt the conditions on this project were an example of overkill. She did not <br />agree with the majority of the Planning Commission and felt Trish Maas' comments were <br />correct. Wisteria is only beautiful for three weeks and she did not understand how they could be <br />a visual block. <br /> <br /> It was moved by Ms. Ayala, to uphold the appeal and replace the trellises with trees. <br />There was no second. <br /> <br />Mr. Campbell did not understand why the trellises cost so much more than the trees. <br /> <br /> Mr. Swirl said the applicant indicated the trellises would cost $22,000 and the trees about <br />$2,000. <br /> <br /> Ms. Dennis felt this was an aesthetic issue. She has only heard from the Planning <br />Commission and from people who wanted the trellises. The reason Council and the Planning <br />Commission make conditions regarding the aesthetics is to fit in with the surroundings and the <br />requests of the neighbors. She has not heard comments from the homeowners regarding trees. <br />She can only make decisions based on evidence she has and staff feels this is a good <br />compromise. <br /> <br /> Mr. Campbell wanted to accommodate the small business owner and be sensitive to the <br />neighborhood. He asked if there was another approach that could be made? <br /> <br /> Mr. Pico did not want to redesign the landscape at this point. There are three options: a <br />soundwall, trellises and trees. He was not certain wisteria was an appropriate plant for these <br />trellises. He was reluctant to overturn the Planning Commission recommendations. He has been <br />a customer of this business in the past and was also sensitive to the cost overruns involved here. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Dennis, to deny the appeal and <br />accept the recommendations of staff and the Planning Commission. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Dennis and Mayor Pico <br />NOES: Councilmembers Ayala and Campbell <br />ABSENT: Councilmcmaber Michelotti <br />ABSTAIN: None <br /> <br /> Ms. Ayala said there is nothing uglier than an old wooden trellis with bare plants on it. <br />She did not understand why that would be preferred. She had not received any calls on this item. <br />She understood that the neighbors were content so long as the view of the place was blocked in <br />their yards and she felt a tree would be better than a barren trellis. She felt 66 conditions was a <br />lot for a small business. She asked if other businesses had conditions regarding bio-remediation. <br /> <br /> Mr. Swirl said all new businesses have this condition.
