take up some of the slack. Who could object? They're no NIMBY's and there is much
nigh density already in that area. He stated that for those who objected to the Planning
Commission's recommendation for this project, the members of the Housing
Commission hope that tonight you will change your vote. This is an ideal location for
affordable housing because it is here. It is available and he wants affordable housing on
the Bemal Property, but that battle is for another day. The Housing Commission feels
that this piece of property is necessary for the City's affordable housing stock.

Ms. Dennis asked if the Housing Commission took an actual formal action in
asking for reconsideration?

Mr. Levin said no because if Ms. Dennis or if Ms. Michelotfi does not change her
mind tonight, it is a moot point. He said that they are hoping that Council will change the
decision and than at that time they will be able to work with the Planning Commission
and come up with a plan.

Ms. Dennis asked if the Commission had a discussion as to a position on th/s?

Mr. Levin said yes and the decision was unanimous.

Betty Levin, 3178 Weymouth Court, said she was also a member of the Housing
Commission. She said she was there, in a large part, because of the Pedro's property.
She would like Council to reconsider its decision and provide a piece of land where can
some affordable units could be built for the people who need affordable housing in the
City. Jennifer Mosel from CRIL made an excellent presentation. People on the
Commission know that people she is advocating for are near and dear to her heart and she
would hope to be able to provide housing for them. These are people who cannot come
forward and speak for themselves and she felt that we, as a City, and we, as leaders in the
community, have that responsibility. She is afraid that if we don't do something now,
there will not any land left. They were promised that the Bemal Property would provide
more units than they have received, and it doesn't seem to be any chance at this point in
time that there is going to be more housing there. The Commission is looking for every
opportunity possible so that it can take the lower income in lieu housing funds and do
something with it. She thanked the people with the Interfaith Forum for attending tonight
and she is sure they will be in attendance on a more regular basis. She is looking to the
Council for support and guidance and will do whatever she can.

Mr. Pico focused the meeting on Item 7 - Matters Initiated by Council. He stated
this will allow Councilmembers to talk about items that are not specifically on the agenda
or things that they would like to see on future agendas.

Ms. Michelotti said she appreciated everyone who came to the meeting. She
remembered many years ago when she as a Planning Commissioner, worked with the
Social Justice Committee of St. Augustine's and out of that, over a period of time, the
Promenade was developed. She wanted to make one comment to the Pedro's site and her
decision that the site should remain office/commercial because when we have 320 acres

Pleasanton City Council 12
Minutes

04/17/01
