feasibility study or reviewing other uses. The General Plan designates this property for <br />office, commercial, retail, hotel, and restaurant uses. She did not want to change the <br />General Plan to accommodate other things at this time. <br /> <br /> Mayor Pico felt that if an office building were to be built on this property, that the <br />proposed project is an acceptable design. However, he also felt uncomfortable <br />overturning a unanimous vote of the Planning Commission at two meetings in a row on <br />issues that were significant fi.om its perspective. He thought it would be appropriate to <br />take sixty days to review other uses for this site. He believed this was the first <br />redevelopment proposal and was concerned about setting a precedent. He thought it was <br />likely the market study would agree with the proposed use, but given the strong feelings <br />and direction from the Planning Commission, it would be a mistake not to take a little <br />more time and review all other options before making a final decision. <br /> <br /> Mr. Campbell asked Mayor Pico if he was concerned about spending $20,000 for <br />a study if it results in the same project before Council tonight? <br /> <br /> Mayor Pico was more concerned about making an irrevocable decision on land <br />use without having studied other options. When you consider the long term effects and <br />the $63 million budget for the entire city, $20,000 is not a significant amount. <br /> <br /> Mr. Campbell was also concerned about overturning the Planning Commission, <br />but in reading the minutes, he felt that the Commission was uncomfortable changing the <br />use and simply wanted the Council to make the decision. <br /> <br /> Mayor Pico believed the Commission wanted a study to be done. He agreed with <br />that request. <br /> <br /> Ms. Ayala believed that if Council is serious about affordable housing, then every <br />piece of property that comes before Council should be considered for this use. There are <br />limited opportunities for this. She reiterated that there are four million square feet of <br />office space not yet built and she didn't think the city needed more. <br /> <br />Mr. Campbell questioned building apatlments on Hopyard Road. <br /> <br /> Ms. Ayala felt locating high density housing near the Business Park was a good <br />idea. <br /> <br /> Ms. Michelotti felt residential units on Hopyard was inappropriate. The General <br />Plan designates what this property should be used for. The residential uses in Hacienda <br />are clustered in one location and are near the BART station. She felt what Ms. Ayala was <br />proposing was a study of all uses and to change the General Plan.
