Mr. Swift said this is one of the original commercial planned development areas. <br />It is limited to commercial, retail, restaurant, financial, and garden office (two story) uses. <br />Industrial is not included. <br /> <br /> Mayor Pico asked how long a peer review study would take and who would pay <br />for it? <br /> <br /> Mr. Swift said peer review would take three weeks to a month. It would take only <br />a little longer to have a consultant review the project from scratch. Based on the <br />Planning Commission action to initiate a rezoning, the City would pay for the consultant. <br />If it were a peer review of the applicant's information, the applicant would pay for it. <br /> <br /> Mayor Pico believed it was the Planning Commission's intention to have a market <br />review of other uses for this site. If Council made that decision, would the application <br />then go back to the Planning Commission for review and decision? <br /> <br /> Mr. Swift believed it was the Commission's intent to have the application come <br />back to it for review and a decision on whether to change the zoning on the property to <br />eliminate an office building on the site or if an office building is to be allowed, then to <br />proceed to review the proposed building. However, if the Commission reconnnended a <br />rezoning that would not allow an office building, then the decision would be referred to <br />Council for decision. <br /> <br />Mayor Pico asked what a market study would cost. <br /> <br />Mr. Swift estimated between $10,000 and $20,000. <br /> <br /> Mr. Campbell presented the scenario that a market study is done and it is <br />determined an office building is not a good use for the site. He asked if the property then <br />sits vacant until another applicant comes along, or does the City look for an applicant for <br />a retail operation. <br /> <br /> Mr. Swift replied that Council would change the zoning to give land use guidance <br />regarding what could be on the site, but the City would not assist the property owner in <br />developing the property. <br /> <br />Ms. Ayala believed that a market study would propose various uses for the site. <br /> <br /> Mr. Campbell asked if requiring a market study for this site would set a precedent <br />of requiring a similar study for any other property that wants to redevelop in the future? <br /> <br /> Mr. Swift felt that decision would be on a case-by-case basis. The real issue <br />would be to determine what kind of use Council wants. <br /> <br /> Ms. Michelotti believed the Planning Commission had concerns about siting an <br />office building on that side of the street, but were complimentary of the other elements of <br /> <br />Pleasanton City Council 10 04/03/01 <br />Minutes <br /> <br /> <br />
