It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. <br />01-020, approving the recommendations for use of the Citizens' Options for Public <br />Safety (COPS) appropriation. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN Councilmember Michelotti <br /> <br />Item 6b <br />Status Report of Issues at the Hacienda Mobilehome Park. (IR 01:012) <br /> <br />Michael Roush presented the staffreport. <br /> <br /> Ms. Dennis asked if any city permits were required for the change of the park <br />from sen/ors to families. There would be an impact on the schools and she wondered if <br />the City had any ability to recoup for the impact on the school system. <br /> <br /> Mr. Roush indicated staff is researching what control the city has on this change. <br />It is an interesting question whether this could be considered new housing that would be <br />required to pay an impact fee. Under the existing agreement with the School District, if <br />a new senior housing development were built and then converted, there would be <br />provisions for the developer to pay increased fees. He was not certain that would apply <br />in this instance, but research is being done. <br /> <br /> Ms. Michelotti believed the City ordinance was still in effect even if the <br />occupancy changed. <br /> <br /> Mr. Roush believed Council may want to consider a more widespread ordinance <br />for rent control. The agreement for rent stabilization would still apply. <br /> <br /> Mayo Pico felt staff should explore this issue with the school district to see if <br />there are any modifications they would like to have in the modified agreement. <br /> <br /> Tom Law, 3232 Vineyard Avenue, thanked Mr. Roush for his efforts so far on the <br />agreement. He asked for clarification that the negotiations on whether the park is sen/or <br />or all age was between the residents and park owners. He believed the negotiations were <br />between the park owners and the city, not the residents. <br /> <br />Mr. Roush said that was correct. <br /> <br /> Ken Waterhouse, 500 Giuseppe Court, Suite 2, Roseville, one of the owners of <br />Hacienda Mobile Home Park, indicated that from the beginning he has intended to <br />convert the park to an all-family park. After conversations with Ms. Ayala and Mayor <br />Pico, he has agreed to postpone the notice for sixty days.
