It was moved by Ms Dennis, seconded by Ms. Michelotti, to appoint Mayor
Pico and Ms. Ayala to an ad hoc committee regarding the mobile home park related
issues, including the negotiations for a new agreement.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Item 6c
PUD-97-12-1M and PAP-13 (Appeal of Tract 7193) New Cities Development Group
Application for a major modification (PUD-97-12-1M) to the development plan for
PUD-97-12 and the appeal (PAP-13) of Vesting Tentative Tract Map 7193 for the
purpose of eliminating a condition of both approvals that the Happy Valley Specif~_
Plan Area annexation vote be approved in order for the New Cities' project
approvals to be effective. (SR 01:055)

Brian Swift presented the staff report.

Mr. Campbell asked about the status of the permits for the golf course.

Mr. Swift indicated the Fish and Game permit is in hand. The other key permits
are from the Corps of Engineers and the Regional Water Quality Control Board. Staff is
still waiting for the letter from Fish and Wildlife Service. We are told it is in the mail and
the Corps of Engineers will incorporate the conditions from Fish and Wildlife into its
permit.

Mr. Lum said Fish and Wildlife has said it is satisfied with the project. We are
waiting for written permit approval. Once the permits come through, staff will involve
consultants to formulate cost estimates for implementation of the conditions. After
review of those costs with Council, staff will discuss the project with the neighbors and
proceed with the annexation vote.

Mr. Campbell asked about the costs of obtaining the permit.

Ms. McKeehan said there are several different costs. The costs the City has asked
the developers to participate in funding are the costs for consultants to perform the
necessary studies and the cost of various attorneys. Staff is included gratis. The other
costs are for construction of project mitigation.

Ms. Michelotti referred to the agreements and asked if there is reimbursement for
the road realignment.

Ms. McKeehan said water and sewer are significant parts of the costs.

Pleasanton City Council 12 03/20/01
Minutes
