Civil Code allows park owners to make changes to the park. He said he has done this <br />several times in other cities and other parks. He appreciated the concerns of the Hacienda <br />Mobile Home Park residents. He indicated his staff would look at maintenance a little <br />differently. The landscapers may have been overzealous, but we will review that in the <br />future. He indicated he would continue to work with the residents and agreed to continue <br />to work on issues with the City. <br /> <br /> Ms. Michelotti asked him to explain why he wants to convert the Park and how he <br />would address space for children to play. <br /> <br /> Mr. Waterhouse said he is involved in about 48 mobile home parks and has done <br />this before. One concern he has is in housing itself. A lot of housing is being transferred <br />over and over again. There are thirty-year-old homes selling for $80,000 to $120,000. <br />One of his concerns is that housing is not being turned over. He wants families to be able <br />to come in with new homes and upgrade the inventory. He also indicated it is easier to <br />manage parks with residents of all age. The majority of his portfolio is family parks. <br /> <br /> Ms. Michelotti believed that Mr. Waterhouse was aware that this is housing stock <br />that Council wanted to maintain for its seniors. <br /> <br /> Mr. Waterhouse said that is why the notice was postponed for 60 days. He further <br />explained some changes he would make to the park to accommodate children and <br />families, such as tot lots, converting a shuffleboard court to a basketball court, adding day <br />care in portions of the clubhouse, pool activities and other family activities. <br /> <br />Ms. Michelotti expressed her appreciation for his coming to the meeting. <br /> <br /> Ms. Dennis said if there were a conversion, there would be major changes to the <br />park to accommodate that change. <br /> <br /> Mr. Waterhouse explained putting in tot lots and basketball courts are not <br />substantial changes. He wanted to make certain there are things for the children to do in <br />the community for families. He described the variety of programs and activities that <br />could be instituted. He has done this at least seven times in other mobile home parks. <br /> <br /> Ms. Ayala indicated Council had sincere concerns that he would even consider <br />this. Just because questions were asked about the conversion, she did not want him to <br />think the conversion was acceptable. She strongly expressed her opposition to the <br />conversion to a family park. <br /> <br /> Mr. Waterhouse indicated he would discuss this with Council and staff and <br />further consider the proposal. <br /> <br /> Philip Hoon, 3231 Vineyard Avenue, one of the other owners of the Park, <br />presented further comments. He thanked Councilmembers for meeting with them. He <br />understands clearly the desire to keep the park as a senior park.
