John Norwood, Executive Director for the South Livermore Valley Agricultural <br />Land Trust, indicated the benefit for having the Land Trust as a third party beneficiary <br />was to reinforce the permanence of a deed restriction and to insulate political bodies like <br />the City Council from pressure over time to make amendments or eliminate the easement. <br />Such a situation is currently happening in the City of Livermore. He referred to the <br />policy of having ten percent of a twenty-acre pared be designated as buildable and felt <br />there was an advantage to designating exactly what that area would be before <br />construction. <br /> <br /> Ms. Michelotti referred to the comment of Ms. Roberts that two acres would be <br />for an orchard and asked if that was part of the vineyard allocation. <br /> <br /> Mr. Swift said the planting plan of Mr. Hahner indicates vineyards on the flat <br />areas and the steep area would be for an orchard. The Specific Plan encourages <br />vineyards, but does not require them. <br /> <br /> Mr. Norwood acknowledged that the Agricultural Land Trust indeed encourages <br />vineyards, but any cultivated agriculture of some sort was acceptable. <br /> <br /> Ms. Dennis indicated the Specific Plan requires a buffer between the vineyard <br />operation and the school and she felt the building envelope could provide that buffer. <br /> <br /> Mr. Norwood clarified that the Land Trust does not intend to be the monitors of <br />the property in the Vineyard Corridor and does not tell farmers how to manage their land. <br />The focus of the Land Trust is to make certain the developed portions of property does <br />not change and remain within the allowed building envelopes, whether two acres together <br />or two one-acre parcels apart. <br /> <br /> Mr. Rowe indicated that Mr. Hahner will be maintaining the vineyards himself <br />and the outhnildings will be a good buffer for the school, <br /> <br /> Doyle Heaton, Delco Builders, 2552 Stamwell Drive #203, Concord, thanked <br />staff and the Planning Commission for their work on this project. He urged Council to <br />approve the staff recommendations. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br /> Mayor Pico suggested Council address the staff recommendations individually to <br />address concerns. <br /> <br />Staff Recommendation 1 a Couildable portion of Parcel <br /> <br /> Ms. Dennis wanted assurance that the buildable portions would be designated in a <br />timely manner and asked what that process would be. <br /> <br />Pleasanton City Council 10 03/06/01 <br />Minutes <br /> <br /> <br />
