can't wait for a committee to deal with it. A committee to review sustainability should
go to the priority workshop. We have to review what is already on the plate for staff.
March 27 seems like a long way away, but she felt this can walt. She believed the focus
should be on the Mayor and Council to work on the energy crisis now and not to form a
committee.

Ms. Michelotti believed both issues should go to the priorities workshop. She
said the energy crisis is in the entire State of California, which has the 6th largest
economy in the world and this energy crisis will affect the entire Pacific Rim. The state
government is trying to deal with this. The Tri-Valley area should try to do something
and she was concerned that if we don't try to solve problems at the local level then there
will be dictation from the state level for solutions to the problem. She preferred coming
to a joint solution to address issues and having some say in it, rather than getting
direction from the top down. She wanted to involve everyone in the community. She
mentioned a Chamber of Commerce meeting where a motion was made to encourage the
City of Pleasanton to address providing more energy. The implications of what happens
to the economy is far reaching and she agreed we need to be proactive. She wanted to
keep informed as to what is happening at the state level.

Mr. Campbell supported the staff recommendation to work on this at the priorities
workshop.

Mayor Pico totally supported a Commission on sustainability. He felt it was in
the City's best long term interests as caretakers and trustees of the future. We need to
learn how we as a city can do our part. He was willing to address that at the priorities
workshop and did not see an extreme sense of urgency on that. He felt a much stronger
sense of urgency on the energy policy. He appreciated Ms. Ayala's comments about
talking to neighboring cities and he said he has met with the Mayor of Dublin, Guy
Houston. He is amenable to our cities working together to solve energy problems. He
did not believe Dublin wanted the lights to go out. It expects the large companies to
continue to come to Dublin. He agreed there is a crisis and its being reviewed at all
levels, federal, state and local. He believed there were things we can look at today rather
than waiting until after the priorities workshop. The citizens are looking for leadership
now. The energy crisis has been labeled supply-side and demand-side issues. There is a
need to provide more energy sources and on the other hand, we need to conserve use of
energy and reduce demand for energy that will be in short supply this summer. Our city
has adopted a resolution of commitment to reduce consumption by 7% of electric power
use. He thought we could do much better. Pleasanton has always been a model city and
he thought it appropriate to unleash the energy of the Planning Commission, which has
looked at this and has provided leadership. He thought the Planning Commission should
be asked if it felt there is some part of this process that they may help to implement on a
short term basis while we go through the long term study. It could develop short term
recommendations to assist in reducing consumption this summer. It would not cost
anything or take additional staff time to just ask Planning Commission to give
recommendations.

Pleasanton City Council 20 02/20/01
Minutes
