Mayor Pico believed there is a pemeption the City is not working fast enough or <br />hard enough and asked staff to respond. <br /> <br /> Mr. Roush believed he had been devoting a reasonable amount of time on these <br />issues and using the established process under the agreement to resolve the issues through <br />the Mobilehome Committee. This is the first time there have been a number of issues at <br />one park that were not able to be solved at staff level. <br /> <br /> Ms. Dennis asked if the tenants buying into the park were aware of the change in <br />circumstances. <br /> <br /> Mr. Roush did not know. He had not reviewed all of those documents yet, but the <br />Mobilehome Committee decision requires that review. <br /> <br />Ms. Dennis felt the City was bound to use the process currently in place. <br /> <br /> Mr. Roush said that was correct and he would like to continue that process. It has <br />only just begun. <br /> <br />Mr. Pico asked what the future process would be. <br /> <br /> Mr. Roush stated that as the issues are decided, the Committee will produce <br />written findings. The decision can be appealed by the owners or tenants to an arbitrator <br />with the cost divided equally among the owners, the tenants and the City. The average <br />cost is about $5,000 for a one day heating. <br /> <br /> Carole Perkins, 3231 Vineyard Avenue #38, stated the new owners took over the <br />Hacienda Mobilehome Park in March 2000 and there has been no peace in that <br />community since. She felt the owners either ignored the agreement and created their own <br />interpretation of its meaning. Park maintenance has decreased. Complaints were made <br />to the City and a tour was made, however the staff was not shown the areas with <br />problems. She felt a resident should have been allowed to accompany the tour to insure <br />the City officials were shown the problem areas. The common grounds are not properly <br />irrigated and the system is old and in need of repair or replacement. The City staff report <br />of September 19 indicated the owners were about to install an automated irrigation <br />system. This is February 6 and nothing has been done. Tenants have complained about <br />the lack of a full time on-site managers and were told that was taken care of by an on-site <br />assistant. That person works five hours a day, Monday to Friday, and they can be <br />reached by pager. The assistants have limited authority, so it is necessary to deal with the <br />managers. Also tenants have called the telephone numbers and pagers with no response. <br />It is difficult to communicate with them. Residents who moved in prior to the owners <br />taking possession have had vacancy de-control rent increases. The staff report of <br />September stated that the owners had been informed of the problem and requested to <br />make adjustments and credits.
