owners have taken over. He asked the City to enforce the terms of the agreement as <br />written, to require the owners to tabulate expenses they claim, to require them to maintain <br />the park in a satisfactory condition, and to ask the City to review the terms of the <br />agreements and ordinances of surrounding areas regarding rent increases. He believed <br />the City will act fairly on these issues as it has demonstrated in the past and that it has <br />concern for the seniors. <br /> <br /> Mr. Roush indicated that in terms of the increase, staffhas been provided with the <br />breakdown of expense items and he and Dave Iremonger of the City's Finance <br />Department have reviewed the information. There were questions and staff is continuing <br />to seek clarification. The information will be presented to the Mobilehome Committee. <br />The tenants have not seen this information as yet, but it is available for them to review. <br />The owners have broken the information out differently than the previous owners did. <br />The second issue regarding maintenance will be taken up by the Mobilehome Committee <br />because there is a difference of opinion between the tenants and the owners in terms of <br />the level of maintenance now compared to what existed before. As part of this process in <br />negotiating the new agreement, there will be a review of other agreements and ordinances <br />in Alameda County and throughout the Bay Area. Council will have to decide whether to <br />continue with the agreement or to adopt an ordinance. <br /> <br /> Mayor Pico inquired of Mr. Cook whether there was something lacking in the <br />response other than his concerns about timeliness. <br /> <br />Mr. Cook said other representatives will present issues. <br /> <br /> Mayor Pico indicated Council has not seen the analysis of expenses, but would <br />make certain the information was available for the tenants. Council is directing staff to <br />work expeditiously on this issue and will respond to them. <br /> <br />Mr. Cook said one of the main concerns was the time spent on this. <br /> <br /> Gerald Thibeault, 3231 Vineyard Avenue, indicated the crux of this whole issue is <br />that the tenants have been furnishing documentation to the staff and Council as to what is <br />going on to the park. The park continues to get worse. He moved into the park five years <br />ago and the condition has steadily gone down. He believed that whatever the new owners <br />do to the park, the expenses will be passed on to the tenants. There are problems with the <br />sprinkler system and the lighting. Tenants got notice in September that rents would be <br />increased to a possible $721 per month, plus $.40 next year. Tenants are very concerned <br />about this. Many tenants are ill and have no other place to live. He pleaded with Council <br />to look at this situation. He also complained that Mr. Waterhouse is operating a real <br />estate business in the mobilehome park and is advertising in the clubhouse. <br /> <br /> Joanne Collier, 3231 Vineyard Avenue #51, indicated she had been ready to rebut <br />any statements made by the owners. She believed that at the last hearing, the owners had <br />made many statements that were untrue. She complained about the furnace in the <br />clubhouse, which has not worked since October.
