There was a development proposal for the Busch property that was consistent with the <br />General Plan and was approved by the Council and later referended by the citizens. As a <br />result of the referendum, the application was withdrawn and the Council made a <br />commitment to do a study of the area. There was discussion about the scope and the <br />majority of the Council determined the boundary for the study. He was in the minority at <br />that time but he still feels the study area should be expanded to address the entire <br />undeveloped area of the east side of the city and the Staples Ranch, E1 Charro Road <br />connection and the industrial property all the way to Stanley Boulevard and Valley <br />Avenue. Even though there is a General Plan for this area, when Council tried to deal <br />with specifics, it was found not to work for the residents of the neighborhood. There are <br />new issues that have come forward in recent years, such as flood control. The original <br />plan of the County for Staples Ranch, which included residential development and a park, <br />has been withdrawn. The airport has a number of issues and there are issues about traffic <br />and cut-through traffic in the neighborhoods. He felt if Stoneridge Drive were extended <br />to E1 Charro and 1-580, it would become another cut through traffic route. The extension <br />of E1 Charro to Busch or Stanley Boulevard needs to be considered. The development of <br />the Kaiser and Busch properties as well as the recent proposal for a power plant in the <br />area should be considered. He felt the time was right to review the east side of the City. <br />He felt there was a commitment to the residents and he would like Council to expand the <br />study area for a more comprehensive study and it should be done before more piecemeal <br />development is allowed on that side of the city. He wanted to discourage development <br />proposals or annexation for that side of the city until this study is completed. He felt it <br />was impossible to perform a traffic study if the land use is unknown. <br /> <br /> Ms. Michelotti believed that after the referendum on the Ponderosa proposal, <br />there was a recommendation to have a comprehensive east side study. That was not a <br />condition for withdrawing the Ponderosa proposal. When the idea of an East Pleasanton <br />study came back, the Busch property was included. At the last few priority workshops, <br />the study was placed fairly low on the list. She remembered one hearing when <br />representatives from Kaiser Sand and Gravel clearly stated there would be no <br />development on its property for some time to come. She felt the study would be covering <br />an area on which nothing was planned to happen and that was why she had given it a low <br />priority. It now appears there is a pending development on the Busch property and she <br />asked how soon that would be processed? <br /> <br /> Mr. Swift said over the last couple of years, he has met with representatives from <br />Ponderosa Homes, but they had not given any indication when they would bring a <br />submittal to the city. <br /> <br /> Ms. Michelotti then referred to the list of priorities. The San Francisco property <br />now has an approval, but there is still much work to be done on the development. The <br />Happy Valley Specific Plan is not completed. The municipal golf course now has one <br />approval from an environmental agency but that project still needs more work. The only <br />thing that seems to be off the platter is the Vineyard Corridor. There is also work to be <br />done on the Downtown Specific Plan. The Stoneridge Drive Specific Plan has been <br />approved.
