ABSTAIN: None <br /> <br />Item 6~1~ <br />Stem l~rt om rite Downtow~ Smtfie Phm (SR00:286) <br /> <br /> Mr. Pico and Ms. Micheloral abstained from this item because they separately own <br />property within 300 feet of the affected area. <br /> <br /> Mr. Roush explained the pertinent laws and indicated both Councilmembers may <br />be able to selectively participate in decisions regarding portions of the Specific Plan. <br /> <br /> Ms. Acosta explained that this agenda item is merely to give Council an update <br />and to solicit comments fxom Council. A series of public hearings will commence <br />shortly to receive comments from the community. <br /> <br /> Ms. Ayala expressed concern about the remaining members on the Council after <br />the election and said it is possible only one member will be left. Why does staff want <br />input now?. <br /> <br /> Ms. Acosta said it was to advise the public and alert the public to the first public <br />heating to be held on November 16, 2000. It is not intended that all the elements of the <br />Specific Plan will be reviewed tonight. <br /> <br /> Brian Swift presented a brief overview and introduced Pamela Hardy Alpeft, <br />Chair of the Downtown Specific Plan Committee. <br /> <br /> Ms. Alperr presented the preliminary recommendations report. The next task is a <br />Town Hall meeting November 16, 2000, at 7:30 p.m. in the Senior Center. After that, the <br />Committee will reeonvene to make a final recommendation. Further public hearings will <br />be held in Spring 2001 to review the final documents. She identified the members of the <br />Committee and thanked them for their hard work. <br /> <br /> Ms. Dennis acknowledged the hours and hours of work that went into preparing <br />the preliminary nl~ort. <br /> <br /> Ms. Acosta urged any speakers to keep their comments focussed on the process as <br />opposed to the content because there will be further opportunities to present those <br />comraents. <br /> <br /> Bob Hucker, 4998 Dolores Drive, felt comments made to Council were more <br />effective than those made at the Committee meetings. He expressed his concern and <br />opposition to the proposed traffic circle. He believed it would be a bottleneck and would <br />cause more cut through traffic through his neighborhood.
