Community Park. He then spoke about the Positive Coaching Alliance and the <br />importance of improving the relationship between the youth sports participants, the <br />coaches and the parents. Pleasanton is the first city nationally to recognize this <br />parmership and will be the model for the rest of the nation. <br /> <br /> Mike Legarza of the Youth Sports Alliance was introduced. He indicated he was <br />excited about the proposed Positive Coaching Alliance and briefly described the program <br />partners and concepts. Phil iackson of the Lakers is on the Board of Directors and Notre <br />Dame University has joined as a partner. <br /> <br /> Terry Edwards provided an update on the activities of the Youth Commission and <br />presented T-shins and magazines from the Youth Day Car Show. He indicated the Youth <br />Commission had received many kudos when attending the state convention for its work <br />with the Pleasanton Police Department, its outreach programs and through the efforts of <br />Chief Tim Neal, a member of the Youth Commission has been appointed to the review <br />committee that selects new officers. Ivir. Edwards thanked Council for its support of the <br />youth of the community over the last few years. <br /> <br />6. PUBLIC HFARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Attaroval of a coneeDt to addms LAVYdVIA's short-teFm cub flow needs for the <br />E-,--fi ~ Proi~nt (SR00:293) <br /> <br />Randall Lain presented the staff report. <br /> <br /> Ms. Micbelotti inquired if the proposed action would have been necessary if <br />Council had approved the financing plan tonight instead of waiting until Decamber 5. <br /> <br /> Mr. Lum said this concept would not have been necessary, because if Council had <br />reviewed the plan and approved it, it would have been hi the same time frame as the other <br />member agencies. <br /> <br /> Ms. Ayala referred to a statement on page 4 of the staff report that indicated this <br />action would place the financing in a slightly improved position for the bond sale. ' <br /> <br /> Mr. Lain agreed this is better than the original plan because it provides more <br />flexibility to sell bonds.
