Discussion ensued relative to the "bcrm" issue, and Mr. Pico offered to address this by separating that issue (item # 11 ) fi'om the moti on. Ms. Ayala felt it would be better to have the berm where planned than to look at the houses that will be built. Mayor Tarver believed thai if the berm were closer to the houses, the only thing to be seen would be roof tops. If the berm is further from the houses, fewer roof tops will be seen. It was moved by Mr. Pico, seconded by Ms. Michelotti, to adopt Resolution No. 00-111, adopting the CEQA findings and the Statement of Overriding Considerations for the Bernal Property Specific Plan, except for the location of the berms along 1-680, and prezoning, annexation, PUD plans, and related actions, and approving the Bernal Propel~ Specific Plan; to introduce Ordinance No. 1813, to be read by title only and waiving further reading thereof, approving the prezoning and rczoning for the Bernal Property Specific Plan Area; to introduce Ordinance No. 1814, to be read by rifle only and waiving further reading thereof, approving the PUD (Planned Unit Development) Development Plan for the Bernal Properly Speeffie Plan Area; to introduce Ordinance No. 1815, to be read by title only and waiving further reading thereof, approving the Preannexation Development Agreement between the City of Pleasanton and GHC Bernal Investors, LLC (Greenbriar Homes Communities, Inc.) regarding the Bernal Property Project; to adopt Resolution No. 00-112, approving the Growth Management Agreement between the City of Pleasanton and GHC Bernal Investors, LLC (Greenbriar Homes Communities, Inc.) regarding the Bernal Property project; to adopt Resolution No. 00-113, approving the Affordable Housing Agreement; and to adopt Resolution No. 00-115, declaring the intention to issue and sell revenue bonds to provide financing for a proposed multi-family housing project and related matters. Mayor Tarver said we have a motion for all the items listed in the staff recommendations plus the recommendations in supplemental staff report 5a. He assumed item 2 in the supplemental staff report supersedes item 24 in the first staff report, where staff is talking about Greenbriar's opposition to linking the project with the sale of the civic center for $500,000? Mr. Roush appreciated Mr. Lymbum's comments, but preferred to leave that condition in. He wanted to have something in writing by August 28 to confirm Mr. Lymburn's representations. Mr. Costanzo asked if the school l~es were tied to the August 28 vote. He heard Mr. Lymbum indicate that was a new issue and San Francisco had to review the issue before proceeding.
