Greenbriar project starts. The Windsor development has been waiting for six years for a <br />solution to their difficulties. He urged Council to make a commiUnent to complete that <br />bridge soon. <br /> <br /> Mayor Tarvar indicated the City of Ple~.~anthn is not assuming the water delivery <br />to Castlewood. He also clarified the Kottlnger Hills project was lost due to a referendum, <br />not by Council action. <br /> <br /> Dean Shotwell, 1272 Chianti Court, eonm~ended the City staff for all its work on <br />this project. This is not the best project the City could have gotten nor is it the best for <br />Greenbrlar, but it is a very good project for the City. Staff has gotten many concessions <br />and 300 acres of open space and affordable housing offer a great opportunity. He <br />referred to an earlier speaker whose son wanted to preserve the open space. When he <br />grew up in Pleasanton, the Aquatic Center, Sports Park and Hacienda Business Park were <br />all open fields. He was pleased to have the dedication of 30+ acres for a new sports park. <br />The ariginai Sports Park on Hopyard Road was built in 1971 and expanded in the 1980's. <br />It is time to move forward with plans for a new park with lighted fields. He asked the <br />City to consider dedicated sports fields. This proposal has been around ~br a long time <br />and there has been ample opportunity tbr the community to present its views to the <br />Council. ICs time to move forward and he urged Council to approve the project as <br />proposed. He plays golf and believed the property on the western parcel was adequate <br />for nine holes, but he urged Council to expand the course to 18 holes. He liked the <br />placement of the betms. <br /> <br /> Dolores Bengtson, 568 Hamilton Way, did not like bernas, but in this case they <br />are be~.ler next to the freeway. Any uses on the public land will also need sound <br />mitigation. She agreed with a prior speaker that there are safety issues regarding children <br />playing on the harms and going out of sight. She did not think the alternative for housing <br />off of the eastern parcel should be approved and felt that only Alternative A should be <br />considered. If it kills the deal~ so be it. She referred to Condition 30b which requires a <br />neighborhood park and she did not think it met the expectations of the Park and <br />Recreation Commission. ~he felt the Commission believed the park condition was <br />conceptual and could be amended to 'add or delete elements of the park and wanted the <br />condition amended to reflect that. She referred to the request for an easement for water, <br />electrical and fiberoptics on the western parcel and asked where that would be located. <br />She was concerned that the public land is already burdened with other mitigations and <br />this is just one more. What limitations are there on development and maintenance? The <br />General Plan required a Specific Plan for the entire property and Phase I will impact what <br />can be done in Phase Ih The City should not have to design around mitigations or <br />assume the barden of mitigations. She felt this was a good project, but she wanted the <br />best proposal possible. She preferred to go back to the drawing board and urged Council <br />to assure 116 acres on the west side are potentially useable for a golf course by <br />conditioning the project to require Greenbriar to work with the City to achieve the proper <br />relationship of homes and land within two months. She was delighted that Mr. Costanzo <br />was willing to go along with the plan and wanted clarification on what he considers a <br />minor modification She thought a statement had been made that moving lots and houses <br /> <br />Pleasanton City Council 12 08/21/00 <br />Minutes <br /> <br /> <br />
