example that LAFTA showed that subscription busses really work, they provide a good
commute service and are able to get people where they want to go without having to be
stuck in traffic. They are hopeful that more of these kinds of services will be able to be
put into place with this funding. He wanted to talk about the need to get 2/3 of the vote,
When Measure B goes in front of the voters in November 2000 it is going to require a 2/3
majority to pass. That is going to be very difficult to do. Pleasanton came in with 62.5%
in 1998. If it comes in at the same percentage this November, the plan will not pass. He
is going to be very involved in helping nm the ~Yes on B" campaign and try to make sure
as many people find out about the benefits of Measure B. He is hopeful that each
councilmember will become personally involved in support of Measure B and also that
members of the public, watching on cable access, will get involved as ,,veil. He said that
Supervisor Haggetty. Supervisor Carson and several local assembly people are going to
be very involved in this can~paign and they would appreciate support of this measure. He
had "Yes on B" buttons for members of the Cotmall, endorsement cards that he hoped
would be filled out by councilmembers and donations envelopes provided by the "Yes on
B" campaign.

Dr. Nancy Jewell Cross, 1327 Kruger Avenue, Fremont, spoke for Clean Air
Transport Systems as Chief Executive Officer. which is a non-govemmantal organization
that is over 25 years old and endeavors to get a regionally coordinated transportation
system, rather than little segments. She is also a southern Alameda County elected
director for Newark, Fremont and West Hayward in AC Transit and has been in that role
for almost 1½ years. She has had a long career in transportation and is very concerned to
have a really workable transportation set up for the people, rather than separate projects
that may be sponsored by this or that agency. The Clean Air Transport Systems is the
founding party for the Altamont Commuter Express. l'hey have a concept of a network
between the Bay Area m~d Sacramento which was presented to the Calilbrnia
Transportation Commission on several occasions. On one of these occasions, the
Transportation Director, Dora Lee Bowles, from San Joaquin County was them and she
understood the plan. Dr. Cross said she showed her plan and she took it back to her
Board of Supervisors and that was the beginning of the San Joaquin Regional Rail
Commission. This took several years to get all of the pieces together to make it work and
it is not yet fulfilled in its original concept. They need to connect with BART at Union
City. The Stockton population is trying to get Stockton people down to Silicon Valley.
Fhey didn't get the network concept that would have made it better. Now they arc
moving in the fight direction for this concept. The next step is to lmvc a rail hub at Union
City. It will take the Altamont Express a few miles off of its present mute, but it will
connect with BART in Union City. With light rail across the Dumbarton Bridge into
Palo Alto and Menlo Park, people won't have to go up to BayPair and come down to do
things. This plan is very popular among those who know it. BART to San Jose from
Fremont disappears in the competition. She attended a meeting the previous night at the
Fremont Library with a couple of hundred citizens. They are planning to institute a light
train between Union City and San Jose within a l~w years. BART has nothing to offer in
place of that and it is only partially funded through this measure. It does not make sense
to spend that kind of money when them is going to be a comparable route much sooner
and within the price that we can pay. We need to reconsider BART from San Jose.
