If you combine the Sunol Grade with 1-880, the total delay on those freeways, <br />which represents a corridor into Santa Clara County, is still greater than the delay in the <br />morning on 1-80 through Berkeley and Oakland. <br /> <br /> Ms. Ayala asked what we are going to do different in the future than we have <br />done in the last 20 years? <br /> <br /> Mr. Fay said that we are going to try to manage the system better; we are going to <br />try to get more people in carpools and get more people onto transit. The potential for <br />selling excess capacity in carpool lanes is another thing that they are going to try to do <br />differently. Basically they are going to try to manage the system better than they have <br />managed it belbre. <br /> <br /> Ms. Ayala asked if there has been any change? That is what she has been <br />looking ibr ',all along - a change in the system. She thinks it is the system tbat is not <br />working correctly. She agrees 100% that they need local funds to match the State and <br />Federal dollars, but they need to admit that there is a system failure someplace. Does Mr. <br />Fay believe there is a system failure resulting in how we got here today? <br /> <br /> Mr. Fay said that he believes that not everyone has done everything that they <br />could do to be the best managers of the transportation system. However, he did not think <br />that there is a systemic problem with the overall management by the agencies. One of the <br />reasons there is the problem in the Bay Area is because we have the most robust economy <br />in the United States. When you have growth in the 1-680 corridor, such as you have seen <br />in the last several years, it is very hard for anybody to cope with. If you take a look at <br />Santa Clara County's forecast of jobs by the Association of Bay Area Governments, in <br />1997 Santa Clara reached its year 2005 job projection, eight years 'ahead of schedule. <br />That's the reason the Sunol Grade went from #24 on the list in 1994 or 1995, to ~2 the <br />following year. Nobody could forecast that. The traffic was foretasted, but we were <br />forecasting it much further out. What happens with an industry as volatile as the Silicon <br />Valley industries is that they boom and bust very quickly. Right now they are in a major <br />boom and you are seeing the impact of that. What we have is a robust economy, and with <br />a robust economy comes higher income and a lot of good things, but also with it comes <br />the impact of traffic congestion as more and more people travel to jobs, to work, to <br />recreation or whatever it is they are doing. <br /> <br /> Ms. Ayala encouraged the CMA to be visionaries. We can learn from oar past <br />mistakes. She is hopeful that the economy is going to stay robust for awhile, but we need <br />to have a plan. She is still not real comfortable that we have a 20 year plan that is going <br />to take care of all of the numbers, if in fact ABAG's numbers do not come in as <br />projected. <br /> <br /> Mr. Fay said that he would admit that they do not have a 20-year plan that is <br />going to erase congestion in Alameda County in the 20-year period. There simply is not <br />enough money to do that. if you go to any urban area in the world that has a good <br />economy, it will have congestion.
