information on the commute shed and where people are commuting if they do not work <br />directly in Livermore. <br /> <br /> Mr. Roberts replied that the concept of a jobs/housing balance is to provide one <br />local employment opportunity for each employed resident that lives within the <br />community. Statistically this provides at lea.st one measure of how balanced the <br />community is and whether the city is providing an appropriate level of both job <br />production and housing production. A balance of 1.0 is considered balanced. A great <br />number of things influence where people actually work and live, i.e. spouses working in <br />different cities and going in difl~:rem directions, housing costs and types of jobs and <br />where those jobs are located. The plan addresses the issue of keeping the city from <br />getting too far out of balance. Without the North Livermore project, it is estimated that <br />there would be 1.8 jobs for every employed resident as compared to the goal of 1.0. With <br />the North Livermore buildout and the buildout of the rest of the General Plan, the <br />jobs/housing balance would be 1.3. <br /> <br /> Mr. Roberts continued that there are detailed traffic runs that include nmnbers <br />about both where people work, which is one part of the equation, and where the trips are <br />actually going. In commuting and out commuting are only about 20% of total trip <br />production within a project. This affects regional transportation corridors and parallel <br />routes. There is also information on where the total commute partern and total trip <br />generation pattern goes and this information can be provided as a part of a more detailed <br />response. This gets difficult because trips are generated by jobs. A house can be an <br />almost unlimited distance away from the job and people will ultimately drive whatever <br />distance they have to to get to that job. Job production ancbors one end of the trip; thus, <br />if Santa Clara continues to build dramatically out of balance with its job/housing balance, <br />or if any of the Tri-Valley cities would do that, it would ultimatuly lead toward a <br />tremendous strain on our regional transportation corridors because the other end of the <br />trip is all that is talked about, whether that is Brentwood, Tracy. North Livermore. or <br />Pleasanton. Comparisons can be provided among these different alternatives. <br /> <br /> Commissioner Ayala expressed appreciation to Mr. Roberrs for coming to the <br />City Council with his presentation. There is a lot of concern regarding infrastructure. <br />She asked whether the infrastructure would be in place before the projects begin? <br /> <br /> Mr. Roberks said that this is certainly one of the project's objectives having the <br />infrastructure on line before the project impacts are on line. In a situation where neither <br />the city nor the county has jurisdiction over another agency~ it is its job to work <br />cooperatively with those agencies to make sure that they are able to take the steps <br />necessary to provide the infrastructures (e.g.. water supply). Livermore has been working <br />with Zone 7 for the past four years and has looked at number of specific alternatives. <br />Through the development agreement process Livermore can insure the development in <br />North Livermore ultimately contributes ks fair share. What Livermorn ~vill do is to abide <br />by what Zone 7 has on the books at the time the project is moved forward. As Zone 7 <br />regulations change. the pla~ will ultimately change with it to address those issues.
