preserve open space. It addresses the basic issues and attempts to provide solutions for
housing, traffic, business development and education. It provides open space and keeps
agriculture viable in order to maintain that open space. He urged Council's support of the
Vision 2010 plan.

Larry Gosselin, P. O. Box 1715, Pleasanton, indicated he is a horse veterinarian
and has traveled throughout the area extensively. He appreciated Council's history of
awareness of impacts of regional decisions and asked for a continued regional outlook.
Development in Pleasanton, Dublin, Livermore and Alameda County impacts all citizens
of this area. He encouraged consideration of how these decisions affect agricultural
activities in the area. He referred to direction to city staff to review the Sierra Club Open
Space and Agricultural Enhancement Initiative and asked for the same analysis of the
Vision 2010 measure. He offered his services in the review of the agricultural aspects of
the initiatives.

Ed Churka, 507 St. John Street, presented his notice of appeal of the City Council
decision from the April 4, 2000 meeting.

Les Layer, 483 Adams Way, requested adoption of an historic preservation
ordinance for downtown properties. He owns a building that was built in 1911 and it is
not on any inventory. If that house were on an inventory of historic buildings, there
would be grants available for improvements to preserve the buildings as well as
exemptions from the Americans with Disabilities Act requirements. He believed there
were steps that could be taken to make a building one of historic significance without
being a National Historic Monument. He felt many people feel it is too much trouble to
preserve some of these old buildings and just demolish them and build new structures.

Mayor Tarver asked about the timeline for completion of the task of the
Downtown Specific Plan Committee.

Mr. Layer cotrid not say, but reiterated his desire for an inventory of old buildings
downtown.

Mayor Tarver encouraged him to have the Task Force perform this work and
present a list to the city staff.

Pleasanton City Council 5
Minutes

04/18/00
