Jack Chestnut, 4128 Stanley Boulevard, indicated this has been quite an ordeal. He <br />related a brief history of this project: He had met with all the neighbors, except Mr. <br />Ciesielski who was unable to attend the meeting. Mr. Ciesielski has not contacted him or <br />the Planning Department with his concerns. All the neighbors agreed to the parameters of <br />the project and he has complied with all of them. He has now spent $27,000 in architectural <br />fees to improve this house. He showed the drawings that were presented to the neighbors in <br />April and the changes required by the Planning Commission. He believed he has followed <br />the spirit and the letter of the Council direction. <br /> <br />Ms. Michelotti clarified that the Council had never seen the renderings of the house. <br /> <br /> Mr. Chestnut then referred to the bungalow, which is an existing building that is <br />being enlarged. The architect made an error in calculating the grade and the height of the <br />existing foundation. It was detected in November and work was stopped on the roof. His <br />first inclination was to rip the roof off, but Gary Smith said the roof was built too well and <br />did not need a variance. It is still not finished, only the sheathing is in place, not the final <br />roofing material. It was an honest mistake and since it is not violating any Code, he asked <br />Council to allow him to finish. <br /> <br /> Ms. Ayala did not think the bungalow had been a big concem of the Planning <br />C ommi ssion and a majority of the Commission accepted the height. <br /> <br /> David Walker, 4120 Stanley Boulevard, indicated he had recently moved in next <br />door to the Chestnuts. He had no objections to what is being proposed. <br /> <br /> Jerry Wagner, 4043 Nevis Street, believed Mr. Chestnut has spent money drawing <br />plans pursuant to the Building Code and has worked with the neighbors to change those <br />plans, again pursuant to the Building Code, to cater to their wishes. He has pleased <br />everyone except one neighbor, who is not located next to him. The argument is not whether <br />Mr. Chestnut meets the Code, but whether one person can dictate how Mr. Chestnut can <br />build his home. He believed the improvements planned by Mr. Chestnut are excellent and <br />he has done a good job restoring the bam and retaining its history. He urged Council to put <br />this issue to rest. <br /> <br /> Seth Bland, 4086 Stanley Boulevard, indicated his primary concern is with this <br />process. This shotrid have been a single-family home addition/remodel. This process has <br />gone awry and he urged Council to get an equitable resolution to the situation. <br /> <br />Ms. Michelotti asked if he had a problem with the proposal. <br /> <br />Mr. Bland felt he should defer to the adjacent neighbors. <br /> <br /> Philip Ciesielski, 4160 Stanley Boulevard, urged Council to uphold his appeal. Mr. <br />Chestnut has been denied twice. He objected to remarks in various letters that implied he <br />agreed to the plans. He has always been opposed to a two-story house.
