Conceptually approve a commercial recycling program; authorize staff to include <br />the program in the City's upcoming Pleasanton Garbage Service (PGS) rate <br />hearing; and accept the 1998 Annual Diversion Report to the California Integrated <br />Waste Management Board (CIWMB) showing a diversion rate of approximately <br />50% for the City ofPleasanton. (SR 00:052) <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: Councilmember Pico on Item 4f <br /> <br />5. MEETiNG OPEN TO THE PUBLIC <br /> <br /> James W. Wolfe presented an update on the termination of the Heritage Project at <br />the Senior Center by the Easter Seals organization. This affects senior day care in <br />Pleasanton, Fremont and San Leandro. Staff is taking steps to retain the services of an <br />operator to continue this service at the Pleasanton Senior Center. Four operators are <br />being reviewed and two of them are licensed daycare providers. Those two providers are <br />interested in expanding the program to include a medical model in addition to the social <br />model currently offered. In the event a new operator cannot be obtained by February 25, <br />2000, seniors will be served by the Friendship Center in Livermore. Staff is working to <br />provide transportation if this transition becomes necessary. Meetings to further review <br />this situation will be held on February 17, 2000 at 12:30 p.m. and 7:00 p.m. at the <br />Pleasanton Library. Every effort is being made to insure that Pleasanton residents will <br />not lose this service or have to go outside the City for similar services. <br /> <br /> Ms. Michelotti asked when an agreement with a potential operator would come <br />before Council. <br /> <br /> Mr. Wolfe said the ideal situation would be to find an operator willing to provide <br />interim services until a new agreement for a long term operator is negotiated. The <br />primary interest of staff is to continue this service nninterrupted. It is unknown when a <br />final long term agreement will come to the Commissions and then to Council. <br /> <br /> Ms. Michelotti believed this was a high priority for the commtmity and <br />appreciated the staff work. She asked if there had been more participants in the program, <br />would it have influenced whether Easter Seal discontinued the service. <br /> <br /> Mr. Wolfe said it may have, but reiterated this was a very difficult decision for <br />Easter Seals.
