Jerry Thorne, 5144 Hummingbird Road, supported the staff recommendation not to <br />purchase the property for a park. The existing park meets the needs of neighborhood park and <br />the expansion of Hartsen Park would not be sufficient for use as a community park. The <br />community park uses would potentially require lighting and would adversely affect the <br />neighborhood. He objected to the diversion of funds from already approved projects or the use <br />of funds for approved but unfunded projects. <br /> <br /> Dave Griffith, 5622 Paseo Navarro, statect his concern about the failure of the School <br />Board to communicate and cited problems whicl~ occurred at School Board meetings. He <br />believed the decision of building at Stoneridge or Del Prado is revenue neutral. He referred to <br />the 1992 demographic report and stated there were 512 more students in the Donlan/Walnut <br />Grove side of town than on the Alisal/Fairlands area. He did not understand why one would <br />build on the other side of town. Mr. Griffith referred to conflicts of interest by Land Planning <br />Consultants, who prepared recommendations for school sites and received commissions for <br />property transactions. He believed the numbers in their reports were inaccurate and went on to <br />cite other inaccuracies. Finally, he urged Council not to change the zoning of the Del Prado <br />property. <br /> <br /> Julie Testa, 2825 Victoria Ridge Court, expressed her concern about the School District <br />plan to overcrowd school in pursuit of State funds. She felt by making application for the funds, <br />the School District has met its obligation to make good faith efforts for funding. She supported <br />a school at the Del Prado site. She presented a letter from Jennifer Hosterman, who could not <br />attend the meeting, a copy off which is attached to the Minutes. <br /> <br /> Juanira Haugen, 3845 Pinot Court, member of the School Board, was extremely <br />concerned about the children being used as footballS. She objected to innuendos and accusations <br />that the School Board does not listen to the people. She has listened for years in many capacities <br />and she understands that the people want the site to remain a school site or a vacant lot. The <br />School District does not have the luxury of maintaining a site it cannot use. Much work is being <br />done on a comprehensive use policy and all children must be considered. She urged Council <br />to respect the decisions the School Board must make. She appreciated working with Council and <br />its supporl. She stated the Board will continue to listen to Council and to all of tim public. <br /> <br />There was a break at 10:00 p.m. <br /> <br />The meeting reconvened at 10:10 p.m. <br /> <br /> Mr. Tarver made the observation that th~s is clearly a situation where people have <br />established views. Because the parties do not agree does not mean they are not listening. There <br />is a difference of opinion about what is best for the community. <br /> <br /> Ms. Michelotti referred to the staff report and believed that at this time there is no viable <br />way to use the property as a park.
