It was moved by Ms. Dennis, seconded by Ms. Mohr, to adopt Resolution No. 94-132, approving the Operating Budget carryovers detailed in Appendix E of the staff report, and Capital Improvement budget carryovers detailed in appendix G; establishing the Specially Designated Reserves as detailed in Appendix B; fully appropriate the General Fund Balance as detailed in Appendix B; fully appropriate all other balances to contingency reserves designated for existing and future, known and unknown obligations; amend the 1993-94 Capital Improvement Program appropriations to agree with the 1993-94 Actual Expenditures as displayed in Appendix G; amend the 1993-94 Sewer Maintenance and Operating Budget by increasing revenue projections by $416,000, and appropriating an additional $76,000; amending the DARE Fund by appropriating an additional $5,300; and amending the Workers' Compensation Fund by appropriating an additional $71,600. The roll call vote was as follows: AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None Mr. Tarver suggested a future report regarding allowing departments to gain some kind of reward for savings in future years. Ms. Acosta indicated the Budget Committee had made that recommendation and discussions about designing a program are taking place. It was moved by Mr. Pico, seconded by Ms. Dennis, to commend staff for their efforts in the 1993-94 fiscal year to help contain costs and to maintain the highest level of service possible.
