Angelinn Summers, 4750 Sutter Gate. spoke in favor of reactivating the traffic signal.
She was distressed at the delay in discussing this item. She was happy the Chamber of
Commerce approved the staff recommendation and noted that the Downtown Association vote
was not unanimous to retain the stop sign. She referred to the cost of removing the traffic light
and if necessary. to reinstall, it will cost more. There was a need for installing the traffic signal
and the need is still there. The pointed out that this intersection is not really a four-way stop,
but an eight-way stop when you consider the left-turn lanes. This causes confusion to the
drivers. She referred to the increased air pollution and increased fuel consumption caused by
stop signs. She would not be eating at the outdoor tables downtown because of the pollution.
She has avoided downtown because of this change in the traffic signal and was not aware of the
new businesses that had opened. She was opposed to making Main Street downtown a
pedestrian mall as had been suggested. She believed downtown merchants were losing business
from the residents. Ms. Summers urged citizen participation by writing to Council and the
newspapers.

Sharretl Michelotti, 7873 Olive Court, supported reactivating the traffic signal. She
agreed with the pedestrian orientation, but this intersection is a hazard and needs the signal.

Ms. Dennis indicated she believed in the pedestrian orientation for downtown, but was
concerned about the excess use of gasoline. She felt the pedestrian survey was inconclusive.

Mr. Tarver was also concerned about the waste of energy and air pollution. This
decision will not satisfy everyone.

It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No. 94-127,
approving re. activation the traffic signal at Neal/Rose/Maln Street.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmembers Scribner
ABSTAIN: None

10/18/94
- 22 -
