Mayor Tarver thanked the CMA representatives for working to obtain consensus on the <br />plan. He indicated the State now needs to find a way to fund state road systems and <br />improvements. There is no way local agencies can find the resources necessary to improve a <br />state highway system. There is a great need for public information so the people know what is <br />necessary to be done. <br /> <br />Ms. Scribner indicated she was in favor of additional gas taxes. <br /> <br /> Ben Felix, 2860 Garden Creek Circle, asked for clarification of whether the $803 million <br />is from existing funds or from new taxes; he was told it is from existing funds. He was <br />concerned that additional taxes are being requested for improvements which have unidentified <br />costs. <br /> <br /> Gary Schwaegerle, 189 W. Angela, spoke in favor of light rail for transit instead of more <br />roadways. He felt BART is too expensive. <br /> <br /> Mr. Tarver believed the CMA process is a real plus for working out the solutions to <br />problems and the next problem is solving the land use issues as they affect transportation. <br /> <br /> Mr. Pico stated the prior point of not knowing how much the improvements will cost is <br />important. People know what is necessary to solve the transportation problems of the future, <br />but no one knows how to get the money. He was not in favor of making a statement of <br />opposition to the Metropolitan Transportation Commission Regional Transportation Plan. <br /> <br /> Ms. Dennis asked staff if Council needs to be on record opposing the MTC plan in order <br />to continue discussions regarding the West Dublin/Pleasanton BART station. <br /> <br /> Mr. Tarver stated that a statement in opposition is merely to convey Council's <br />disappointment with its elimination of the second BART station and the question needs to be <br />revisited. Council does not support that aspect of the plan, although it supports the bigger <br />picture. He hopes this will encourage further dialogue. <br /> <br /> Ms. Mohr referred to numerous conversations she has had in the community and she has <br />been hearing with surprising frequency the assumption that crime comes with BART. She <br />believes that a BART station in Hacienda Business Park is not a threat, however she is <br />concerned that a station at Stoneridge Mall could be a mistake. The businesses are concerned <br />about traffic and parking overflow from a station and many people have expressed concern about <br />gang members coming from the Bay Fair station to Pleasanton. She is opposed to a Stoneridge <br />BART station and urges support to extend the BART line beyond Pleasanton.
