Mr. Tarver explained that there is approximately $250 thousand in revenue anmmlly <br />which would be lost if some program is not instituted that satisfies the Alameda County Waste <br />Management Authority and Measure D requirements. This is an inexpensive way of augmenting <br />our system so that it qualifies. There would be no addition of personnel for the program. <br /> <br />Ms. Acosta said the central issue is whether or not we have a "curbside" program. <br /> <br /> Mr. Pico rehted the Visalia refuse ceilection prograxn, which utiliTe5 divided cans, and <br />stated it has a 30% recovery rate. <br /> <br /> Gary Schwaegerle, 189 W. Angela, expressed concern with collection of green waste like <br />lawn clippings. <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, to approve the staff <br />recommendation to present the bag-based modifications to the Alameda County Recycling Board <br />for approval. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 1QD <br />Palo Verde Ranch Development Draft Environmental Impact Reoort (DEIR) (SR 94:322) <br /> <br />Brian Swift presented the staff report. <br /> <br /> Ms. Dennis requested that the draft letter include requests for geologic studies of the area <br />as well. <br /> <br /> Mr. Tarver believed that some comment should be made for the justification of the <br />finding of ovemding considerations, given the extent of the unavoidable significant impacts <br />which are identified in the FiR. <br /> <br /> Frank Neu, 18210 Cannel Drive, Castro Valley, believed this was a reasonable use of <br />the property and felt the EIR had addressed the perceived problems. <br /> <br /> Gary Schwaegerle, 189 W. Angela, inquired about the staging area and asked if it was <br />for equestrian access.
