Adoption of Ordinance No. 949, amending Title II (Zoning and Development) by <br /> adding Chapter 14 relating to Flood Damage Prevention. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCIL~L~MBERS <br /> Councilmember Wood asked Councilmembers to consider establishing a Valley-wide <br />planning committee to review matters of Valley interest such as gravel trucks, 1-580, <br />growth and development. He suggested that a member from City Council, Planning Com- <br />mission, and City staff be represented on this committee. Mayor Mercer and Council- <br />members Kephart and Butler expressed opposition to the formation of such a committee <br />and stated that any Valley-wide problems or projects could be reviewed as individual <br />items on an ad hoc basis. <br /> <br /> Mayor Mercer stated that the Criminal Justice Planning Board is again consider- <br />ing the proposal of a Women's Correctional Facility at Santa Rita, and the Planning <br />Board has invited Pleasanton representatives to a meeting to further discuss this <br />matter. Mayor Mercer and Councilmember Kephart stated they would like to attend <br />this meeting and they requested the City Manager to confirm the date and place of <br />the meeting. Councilmember Kephart reiterated his opposition to such a facility <br />and refuted the reasons in favor of reconsidering this matter listed in a recent <br />letter from the District Attorney. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Con~ittee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />SPECIAL REPORTS <br />Report on Rear-yard Setback Requirements in Residential Districts <br /> Mr. Harris presented his report (SR 80:344) dated November 19, 1980, regarding <br />this matter. <br /> <br /> Mr. Richard Boell, 35500 Dante Place, Fremont, representing Mr. and Mrs. Robert <br />Ziegler, stated he concurred with the staff report for a change in the rear-yard <br />setback requirements, and felt it would be a benefit to the entire City. He asked <br />the timetable for such an ordinance amendment to become effective. The City Attorney <br />advised it would take two or three months to have the ordinance amendment in effect, <br />depending on how soon it could be acted on by the Planning Commission. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Butler, to initiate the following amendment deleting Section 2-5.38(e), <br />Article 3, Chapter 2, Title II of the Ordinance Code of the City of Pleasanton by <br />adding the following: <br /> <br />"At the time of initial construction, principal structures in the <br />R-1-8500, R-1-7500, R-1-6500 and RM-4000 Districts may encroach into <br />otherwise required rear yards to within 15 ft. of the rear lot line <br />provide~ that there remains a single unobstructed open sapce with an <br /> <br />2o 11/25/80 <br /> <br /> <br />
