the CAPP Initiative passes, then the Spotornos would not be interested in developing <br />their property for the foreseeable future. They would just concentrate on ranching. The <br />planning process would be too complicated, too time consuming and too emotionally <br />draining to do. He asked Council to consider a revised annexation agreement. No <br />special meetings would be necessary. This is not a special privilege to the Spotornos, it is <br />an attempt to meet the requirements of the Specific Plan. He felt the voters of Happy <br />Valley would agree. He is unaware of anyone speaking in opposition to the annexation <br />agreement and it is not an effort to circumvent the CAPP Initiative. He asked Council to <br />add this to the agenda for November 2. <br /> <br /> Sharen Heinz, 1550 Vineyard Avenue, related the history of the Vineyard <br />Corridor over the last ten years. She was very distressed that this is being dragged out <br />again because of the CAPP Initiative. She related the expense to the property owners, the <br />time involved, and the emotional drain. She did not understand the need for Measure D <br />because there is very little property left to develop. She asked people to vote No on <br />Measure D, it is not what it appears to be. She also asked Council to approve a <br />development agreement for the area.. <br /> <br /> Pam Chrisman, 1944 Vineyard Avenue, referred to the offer of sale for the San <br />Francisco Bemal property and it seems to be about $200,000 an acre for agriculture <br />property. If Measure D is adopted, the Vineyard Corridor will revert to agriculture and it <br />was not agriculture before. She asked Council to uphold its promises. <br /> <br />6.
