Mr. Roush said there is no definite timeline to put the public uses on a particular <br />ballot, since it is unknown how long it will take to get a final plan. The plan could <br />reserve a school site for future development. We could change the ballot language to say <br />the "City' s plan" for public uses. <br /> <br /> Ms. Ayala was concerned that the District would not be able to apply for State <br />funding until the plans were voted on. There is concem the funding under SB 50 and <br />Prop 1A would run out in June 2001 and she did not want to hamper the District. <br /> <br /> Mayor Tarver acknowledged it is important to tell the community there are 35 <br />acres for residential development and 37 acres for commercial development. He <br />supported Option D, but did not want the parenthetical phrases of"up to 374 homes" and <br />"up to 550,000 square feet of office and up to 200,000 square feet of retail". He only <br />wanted to refer to the number of acres being set aside and felt that was the important <br />issue. <br /> <br /> Ms. Ayala agreed that focus should be on preserving 430 acres out of 500 acres <br />for public use. Them are no details for the commercial acreage available as yet. <br /> <br /> Ms. Michelotti did not agree. She wanted to be as clear as possible about what is <br />entitled and what is expected for those two parcels. She didn't want someone to accuse <br />the Council of trying to slip something by the voters. <br /> <br /> Ms. Dennis agreed that Council should be frank. You could emphasize that 430 <br />acres (85%) will be in open space, but you have to let people know what is possible. <br /> <br /> Mayor Tarver pointed out there will be public hearings to get public input to <br />decide what happens on the developable acres. That is the same process that will be used <br />to determine public facilities on the site. <br /> <br /> Ms. Dennis said if uses are known, they could be included in the ballot language, <br />but she was concemed people will feel they are voting on particular property uses. To <br />give people a clear picture, you need to tell them the maximum number of houses and the <br />maximum commercial square footage possible. <br /> <br /> Mr. Pico indicated it was not possible to describe all that in 75 words for the <br />ballot question. The measure should state the City is purchasing 430 acres for public uses <br />to be determined and voted on later.
