Mayor Tarver stressed that the proposed development is "up to" 374 homes and <br />"up to" 750,000 sq. ft. of commercial. There is not a proposal as yet and it could be less. <br /> <br /> Mr. Nickeson did not mind more intense development on the designated acreage <br />it if could provide more land for public uses. He wanted to do whatever was necessary to <br />insure passage of the bond measure. <br /> <br /> Mayor Tarver reminded everyone that the City still has to go through the planning <br />process to provide the entitlements and then get bids before it is known how much the <br />bonds will be. <br /> <br /> Mr. Nickeson asked when the Land Use Committee would be meeting and if the <br />meetings were open to the public. <br /> <br /> Mayor Tarver said the committee will be appointed next week and will set the <br />meeting date. The meetings are open to the public. <br /> <br /> Pat Murray, 4470 Mirador Drive, suggested waiting until after the mayoral <br />election in San Francisco to see who the new mayor will be. <br /> <br /> Ms. Acosta said that does not occur until December 14 and a decision has to be <br />made regarding the ballot measure by December 10. <br /> <br /> Ms. Murray asked if there would be some exemption or reduction in the tax for <br />senior citizens. <br /> <br /> Ms. Acosta indicated the law does not allow that for this type of bond. It was <br />believed that many seniors would own pre-Prop 13 homes and therefore the assessment <br />would be lower. <br /> <br /> Ms. Murray was distressed by that because there are people who cannot afford to <br />pay an additional $80 for assessments. She asked if new development was taken into <br />consideration for payment of these bonds. <br /> <br /> Ms. Acosta said it had. She stated that as new development occurs, it will lower <br />the annual assessment for the bonds. <br /> <br /> Ms. Murray suggested uses on the land such as a convention center, performing <br />arts center or golf course that would generate funds for the City. The property has good <br />access from the freeway so it would not affect the rest of the city. She felt those uses <br />would be better than housing which has long term effects. She also asked what <br />guarantees there would be from any partners in purchasing the property. <br /> <br /> Mayor Tarver indicated any partnership would have legally binding contracts. <br />With regard to senior citizens, he asked if there could be discounts for other city services <br />to offset some of the tax burden of the bonds. <br /> <br />Pleasanton City Council 6 12/02/99 <br />Minutes <br /> <br /> <br />
