Ms. Dennis believed there was an argument for no additional screening. Based on
the fact that staff asked for the first continuance, she would support continuing the
heating as a courtesy to Mr. Dingman.

Ms. Acosta explained that the item was the last matter on the previous agenda and
staff approached the individuals to tell them the item may not be addressed and asked if a
continuance was agreeable. Both sides agreed.

Ms. Ayala suggested the item be continued to the first public hearing on
January 18, 2000 and that a ruling on only the landscaping be made.

Ms. Dennis clarified that Council had the option to add any conditions it chose at
the next hearing.

A substitute motion was made by Ms Michelotti, seconded by Ms. Dennis, to
continue this item to January 18, 2000 as the first public hearing and to decide the
matter at that time with no further continuances.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver
NOES: Councilmember Ayala
ABSENT: None
ABSTAIN: None

Item 6b
County Referral of the Spotorno New Home (Coun ,ty File #MS-1523) (SR 00:010)

Brian Swift presented the staff report.

Ms. Dennis asked if live oak was considered a native species; if it is, she would
suggest it be added to the list as a recommended tree. She agreed the eucalyptus trees
should eventually be removed whether they are heritage trees or not.

Ms. Michelotti asked if the roofing material was metal and expressed concerns
about reflecting.

Mr. Swift indicated the material was a dark color and can be reflective or not.
Staff has recommended that it not be reflective.

Mayor Tarver declared the public hearing open.

A1 Spotorno thanked staff for meeting with him to resolve any issues.
