5. MEETING OPEN TO THE PUBLIC <br /> <br /> A commendation was presented to Kim Patrick for her accomplishments and <br />participation on the University of North Carolina soccer team, where she was the leading <br />scorer for the team and leading scorer for the Atlantic Coast Conference. On <br />December 5, 1999 she and her team won the U. S. Women's National Soccer <br />Championship. She has been selected by the Valley Times as the 1999 female athlete of <br />the year. <br /> <br /> Commendations were presented to Coach Matt Sweeney and the members of the <br />Foothill High School Falcons football team for winning the North Coast Section 2-A <br />Championship and the East Bay Athletic League Champions for 1999 with an undefeated <br />season. <br /> <br /> Karen Clark Pace, 4143 Peregrine Way, Vice Chair of the Downtown Specific <br />Plan Committee, presented a status report of the work of the Committee to this point. <br />The first few months were spent fact finding and gathering information. The Committee <br />then broke into subcommittees. Phase 1 will investigate the railroad corridor; Phase 2 <br />will review land use/transportation/parking and parks and trails; Phase 3 will deal with <br />beautification and design/economic vitality and community events along with historic <br />preservation. Phases 1 and 2 are being handled concurrently. She announced a Town <br />Meeting regarding the railroad corridor, which will occur on Thursday, January 6, 2000, <br />at 7:00 p.m., at the Pleasanton Senior Center Auditorium, 5353 Sunol Boulevard. There <br />is also a special public meeting Tuesday, January 11, 2000, from 2:00 to 4:00 p.m., at the <br />Senior Center, to accommodate the seniors living in the area. Recommendations will be <br />made at the regularly scheduled meeting, Thursday, January 20, 2000, at 6:00 p.m., at the <br />Senior Center. Phase 1 is expected to be completed the end of January, Phase 2 to be <br />completed the end of March and Phase 3 will be started at that time. Phase 3 is expected <br />to take three to four months. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, expressed his dismay at the recent <br />appointment process for the Vice Mayor. He had hoped that people could rise above <br />personal differences and work together. He also objected to including the word "sewage" <br />in the ballot question for the March 2000 election. He did not understand the objection to <br />reverse osmosis treated water and described the contents of the Delta water that is <br />currently being used as drinking water. He felt the public was being misled about the <br />difference in reverse osmosis treated water and what they are currently drinking. <br /> <br /> Ed Patriquin, 3718 Smallwood Court, President of the Kottinger Ranch <br />Homeowners Association, expressed his objections to the proposed Pacific Gas & <br />Electric (PG&E) 400 million voltage power line to be placed underground in the <br />residential area. A protest has been filed with the California Public Utilities Commission <br />(CPUC). He believed PG&E did not adequately inform the public and did not adequately <br />consider alternative locations that bypass existing housing developments. He was also <br />concerned that PG&E was using unreliable technology for the construction of its circuit. <br />He asked Council to support staff and the homeowners in an effort to find a solution to <br /> <br />Pleasanton City Council 3 01/04/00 <br />Minutes <br /> <br /> <br />
