Mr. Ted Fairfield, representing Costanzo-Wilson Development Company, presented maps of the proposed rezoning. Mr. Fairfield explained that the Planning Commis- -- sion had approved the original Tentative Map for Tract No. 2855 several years ago, and by their Resolution No. 880, recommended to the City Council the modification of the zone change amendment as shown on the Tentative Map, Exhibit B. Mr. Fair- field requested that in view of the historical park within the subdivision, he would prefer to have the original Tentative Map, Exhibit A, approved because of the time element. Mr. Castro explained that the multiple areas have remained substantially un- changed from the original zoning, with the major change being the new historical park, whereas before, the park was an interior linear park oriented to the sub- division. Considerable discussion regarding the matter of multiple zoning on Santa Rita Road, the historical park, and other pertinent matters ensued. h~ It was moved by Councilman Reid and seconded by Councilman Beratlis that the ,-~ public hearing be closed. ~O The roll call vote was as follows: ~D AYES: Councilmen Beratlis Reid Spiliotopoulos and Mayor Gerton , , [,) ~OES: None ASSENT: Councilman Rega Councilman Reid stated that in reviewing various land use proposals, he was of the opinion that the Subdivision Map which describes the multiple zoning along Santa Rita Road as endorsed by the Subdivision Committee, was his choice of land use for the frontage of this Subdivision. It was moved by Councilman Beratlis and seconded by Councilman Spiliotopoulos that the Map for Tract No. 2855 be referred back to the Planning Commission for modification of rezoning it as outlined in the alternate Map "B" The roll call vote was as follows: AYES: Councilmen Beratlis, Spiliotopoulos and Mayor Gerton NOES: Councilman Reid ABSENT: Councilman Rega MATTERS CONTINUED FOR DECISION There were no matters to be continued for decision. REPORTS OF THE CITY MANAGER Presentstion of the Proposed Five Year Capital Improvement Program Mr. Fales presented the proposed Five-Year Capital Improvement Program and Appendix to the Council and stated that he would set a study session for the staff and Councilmen. ,Rejort Re: Under~o~d Utility District No. 69-1 (continuation of the Underground. Street Ligh.~ing Project in the Downtown Area) Mr. Fales explained this project and the area involved. -- It w~s moved by Councilman Spiliotopoulos and seconded by Councilman Reid that R~zolution No. 69-78, setting a public hearing to determine whether public necessity health, safety or welfare requires the formation of an underground utility district on the east and west sides of Main Street, from the north property line of Spring Street and the extension thereof westerly across Main Street to the south bank of the Arroyo del Valle, at 8:00 P.M. on May 5, 1969, be adopted.
