<br />~ <br />..... <br />~ <br />'"":) <br />u <br />u <br /> <br />'l~~ <br />~, 4 <br /> <br />~~S CONTINUED FOR DECISION <br />Adoption of an Ordinance which would prohibit the operation of certain <br />~icles in excess of three (3) tons upon certain of the streets within the Cit~ <br />of Pleasanton and establish truck routes over certain other streets withitLthe <br />City of Pleasanton over and upon which vehicles in excess of three tons may travel <br />Mr. Edgar advised the Council that this matter was continued in order to allow <br />the staff to finalize the details of the proposed arrangement between the Division <br />of Highways and the City. Mr. Edgar stated this finalization of details resulted <br />in the Division of Highways indicating that they will post signs on Freeway 580 <br />prohibiting truck traffic on Hopyard Road as soon as the ordinance is adopted. <br />It was moved by Councilman Beratlis and seconded by Councilman Rega that <br />Ordinance No. 578, prohibiting the operation of certain vehicles in excess of <br />three tons upon certain streets within the City of Pleasanton and establishing <br />truck routes over certain other streets within the City over which and upon which <br />commercial vehicles in excess of three tons may travel. and the Division of High- <br />ways be directed to authorize signing on Freeway 580 prohibiting trucks on Hop- <br />yard Road, be introduced. <br />Vice-Mayor Spiliotopoulos stated that he had requests from Mr. Arthur Gully <br />and Mr. Jerry Murphy to speak on this matter and he would like to hear their com- <br />ments prior to the vote being taken on this ordinance. <br />Mr. Arthur Gully, 4119 Suffolk Way, stated that the residents of Pleasanton <br />Meadows were led to believe that as soon as the Hopyard Road Overpass was com- <br />pleted that Many of the trucks currently traveling on Santa Rita Road were going <br />to be routed on Hopyard. He said that they were also led to believe that a road <br />east of Santa Rita Road was going to be constructed for the use of all gravel <br />trucks. Mr. Gully also called attention to the hazardous traffic situation at <br />the intersection of West Las Positas Boulevard and Santa Rita Road. He stated <br />that when turning left on Santa Rita Road from West Las positas Boulevard, the <br />right corner is blind for about 100 yards. He also stated that traffic turning <br />to the right. into West Las Positas Boulevard off Santa Rita Road have no left <br />turn lane to get out of the line of traffic to await oncoming traffic. He also <br />called attention to the fact that the speed limit on this area is 65 miles per <br />hour, and that both a 40 mile an hour be posted and that an acceleration lane be <br />installed for vehicles turning left on Santa Rita Road from West Las positas <br />Boulevard. <br />Mr. Jerry Murphy. 3594 Dickens Court, concurred with Mr. Gully's remarks and <br />added that the noise of these trucks. day and night. is almost unbearable. Mr. <br />Murphy also called attention to the illegal truck parking situation at the res- <br />taurant at El Rancho Motel. Mr. Murphy also asked when the El Charro Road would <br />be used for all truck traffic and why can't trucks be routed on Hopyard Road. <br />Vice-Mayor Spiliotopoulos explained that because of the two schools in the <br />vicinity of Hopyard Road and Valley Avenue, the Santa Rita Road route was chosen. <br />Councilman Rega explained that the property owners on El Charro road are <br />agreeable to sell their property to the City or County to construct this road but <br />neither agency had approached them. Counctlman Rega stated that he would initiate <br />discussion on this matter at the next Valley Sand and Gravel Committee meeting and <br />report back to the Council. <br />Councilman Rega also advised the staff of the speeding of trucks on Santa Rita <br />Road. <br />Mr. Edgar was instructed to advise the Chief of Police of truck speeding and <br />also of the truck parking situation at the El Rancho Motel restaurant. <br />Discussion ensued regarding the signalization in connection with the construc- <br />tion of the Fire Station at the corner of West Las positas Boulevard and Santa <br />Rita Road. <br />Mr. Campbell was instructed to survey the traffic situations which were <br />pointed out by Mr. Gully and make a subsequent recommendation to the Council. <br />Vice-Mayor Spiliotopoulos asked the City Clerk to call for the vote. <br />Councilman Reid stated he would vote for the introduction of the revised ordi- <br />nance but would reserve the right to vote against the adoption of the ordinance if <br />the corrective measures discussed were not taken. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid and Vice-Mayor Spiliotopoulos <br />NOES: None <br />ABSENT: Mayor Gerton <br /> <br />11r.
